Pineda
Director
RE: Division Response to Wildcat Mining Corporation's Site Activity Request Submitted
July 26, 2010.
Dear Mr. Tate:
The following letter and attached spreadsheets are the Division's response to the letter
and spreadsheets Wildcat submitted on July 26th detailing the requested activities to be
conducted at the May Day and Idaho Mine sites. In addition, this letter responds to Wildcat's
request for authorization to use the unpermitted Idaho access road to conduct baseline data
collection, transport construction equipment to the May Day site, and to perform stabilization
and other construction work on the unpermitted road and at the May Day site.
In the Division's August 2, 2010 letter (Attachment A) sent to Wildcat the Division
authorized limited use of the unpermitted access road to accommodate walk-in access only as
needed to complete field verification activities that could be accomplished by foot, with hand
tools, and would have limited or no impact. With the exception of the requested activities of
mucking out May Day portal No. 1 and stabilization of May Day portals No. 1 and 2, the
Division approved all other requested activities outlined on pages 3 and 4 of Wildcat's July 26th
letter. In addition to the approved field verification activities, the Division provided a
preliminary approval of the "housekeeping tasks" outlined in Wildcat's July 26th spreadsheet
submittal. (Wildcat's July 26, 2010 letter and spreadsheets are attached as Attachment B) The
Division believes that these approved activities will enable Wildcat to obtain important data that
will allow Wildcat to submit a more complete 112d permit application.
Use of Unpermitted Idaho Access Road:
Wildcat has requested permission for more extensive use of the unpermitted Idaho road.
Requested use includes extensive grading and storm water management work on the road itself,
as well as use of the unpermitted road to transport construction equipment to the May Day mine
site. Once the equipment is delivered to the site, Wildcat has proposed a list of activities in the
spreadsheet titled '"restoration tasks" for which it seeks Division approval.
