5.8.3 Fire Safety <br />The materials placed on the Site are inert material and fly ash and do not burn. If a fire <br />were to be on Site the water truck would be available to spray the grass or foliage burning <br />or soils would be used to smother the fire. <br />Each piece of equipment on site will have a fire extinguisher on board to use in the event <br />of equipment or small fire. <br />5.9 Recordkeeping <br />A Site operations plan will be developed and a copy may be kept on site depending on <br />whether a building is available. The official operations plan will be kept at the AFS <br />offices approximately 6 miles away from the site. The operations plan will include the <br />following: <br />• The Design and Operations Plan (OP) <br />• Incoming inert material and fly ash volumes <br />• Inspection records and agency approvals and correspondences <br />• Notifications, demonstrations, waivers, certifications and other plans required by <br />regulations <br />• Environmental monitoring results and groundwater monitoring reports <br />. • Operations plans specific to the fly ash - suitable soil mixtures <br />• Construction as-built detail as necessary <br />• Financial assurance documentation <br />5.10 Daily Cover <br />The inert materials placed at the facility do not require daily cover because they are not <br />putrescible and are essentially the same type of materials used for daily cover at a <br />municipal solid waste landfill. <br />5.11 Leachate Management <br />The facility does not receive putrescible materials and leachate is not typically generated <br />from inert filling. Run-off from precipitation events will be captured by temporary berms <br />and containment areas and used for dust suppression or allowed to evaporate. <br />5.12 Noise <br />The noise at the Site should be limited to the use of the equipment and trucks on the <br />property. All equipment will be maintained and have appropriate muffling devices. <br />There is little population in the immediate area and noise standards associated with <br />Adams County zoning will be complied with. <br />AFS Frei-Henderson Inert Fill Page 15 of 23 <br />MOLEN & ASSOCIATES, LLC
