59. Please add permit text discussion at the bottom ofpage 2.05-142 regarding the subsidence
consequences and mitigation to any loss of surface water flow in Stevens Gulch.
This issue is resolved. Revised page 2.05-142 was submitted in the June 1, 2010 submittal.
60. The second paragraph on page 2.05-143 seems to be internally contradictory: "The sandstone ledge
thatforms Dove Cave could collapse. However the sandstone ledge will not be damaged since it is
not within the area to be affected by mining. " (Emphasis added) Please verify that the text reads as it
is intended to read, or change as appropriate.
This issue is resolved. The June 1, 2010 submittal contained revised page 2.05-143.
61. The 3rd paragraph on page 2.05-151 refers to a limited extraction zone that has been established
where the I West Mains cross under Terror Creek and the WAPA transmission line. The following
paragraph reiterates the WAPA zone. Maps 14-B and 27 do not appear to have been modified to
illustrate the limited extraction zones described. Please revise Maps 14-B and 27 to depict the limited
extraction zones for the 1 West Mains.
This issue is resolved. Maps 14-B and 27 were revised accordingly in the June 1, 2010 submittal.
62. According to subsection 2.05.6(6)(c)(i) on page 2.05-144, the subsidence monitoring program for the
Bruce Park dam and Bruce Park landslide will be suspended. Text regarding the monitoring program
has also been struck through on page 2.05-149. However, page 2.05-158 appears to retain language
regarding monitoring of the Bruce Park landslide. Please review the various monitoring plans for the
Bruce Park Dam and Landslide and verb that the permit text is internally consistent regarding the
monitoring efforts proposed.
This issue is resolved. The strike out text was deleted on revised pages 2.05-144, 2.05-146, 2.05-149,
2.05-157 and 2.05-158 of the submittal dated July 8, 2010.
63. Because BRL is no longer proposing to mine within one mile of the Bruce Park Dam and Terror Creek
Reservoir, no material damage due to the Bruce Park landslide is anticipated. Therefore, the Division
requests that Section 2.05.6(6)(b)(iii) on revised page 2.05-143 be revised to reflect this change. The
Division also requests that a statement be made in this same section that, should mining be proposed
within one mile of the Bruce Park Dam and Terror Creek Reservoir, the subsidence control plan will
be reactivated. The same reference should also be added to the appropriate sections of 2.05.6(6)
which now discuss the subsidence control plan, rather than deleting such text. If BRL wants to
continue monitoring of the Bruce Park Dam and the Terror Creek Reservoir on a voluntary basis, an
appropriate explanation should be placed into the text as well, such as on revised page 2.05-158.
This issue is resolved. The requested revisions were made on revised pages 2.05-43 and 2.05-44 in the
June 1, 2010 submittal.
Section 2.10 Maps and Plans
64. Please revise the currently approved Maps 11, 14 and 27-B to show that the new permit boundary
extends to the west.
This issue is resolved. The three maps were revised in the June 1, 2010 submittal.
13
