Instead, the best technologies currently available are used to
prevent sediment loss and off-site impacts. Oxbow employs straw wattles and coconut fiber mats
to stabilize slopes and retain sediment within the disturbed area. These sediment control devices
were observed to be working well, but some were in need of maintenance. Sediment has
accumulated behind several wattles which have been keyed into hill slopes (indicating they are
functioning as designed). However, several wattles have become dislodged or have built up
nearly the maximum amount of sediment that can be retained behind such a structure. Coconut
fiber mats have similarly become dislodged and require maintenance. Mr. Kiger is aware of the
necessary maintenance and additional wattles and stakes were present on pad areas for upcoming
maintenance. No sediment was observed off of the pad areas. Wattle / mat maintenance is
recommended to be conducted soon to prevent sediment loss.
Reclamation success:
Many of the pad areas observed were in "intermediate reclamation" meaning the borehole had
been sealed and pad areas partially re-graded, but no topsoil replacement or permanent
revegetation has been established. There appeared to be a roughly four-year period for most pad
areas where reclamation is stagnated (between sealing the borehole and reclaiming the whole
pad). This is reportedly due to the idea that vents may need to be reopened, so the pads may need
to be re-disturbed. While sedimentation structures remain in place and are maintained, it would
be preferable and more cost-effective to complete reclamation and allow a permanent vegetative
stand to establish and stabilize the areas. Oxbow grades and seeds in the fall to avoid precocious
germination. Completely reclaimed areas appear stable but do have some weeds which should be
controlled (mentioned to Mr. Kiger, summer crews will conduct weed control practices).
Reclaimed road corridors are very well vegetated and stable. Disregarding minor weed problems
which will be dealt with soon, completed reclamation is found to be successful.
