Pineda <br />Director <br />Re: Rio Blanco County, Spring Creek Gravel Pit, 112 File "-2010-024, Construction Materials <br />Reclamation Permit Application, Preliminary Adequacy Review. <br />Dear Mr. Joy: <br />The Division of Reclamation, Mining and Safety has begun the review process for the above referenced 112c <br />permit application. The project appears to be a straight forward request for a 112c Construction Materials <br />Reclamation Permit. A review of the application has revealed a few clarifications and issues that need to be <br />addressed. <br />1) Per Rule 6.4.4 (d), please specify the size of areas to be worked at any one time. Also, please provide an <br />estimate of the periods of time which will be required for various stages or phases of the proposed <br />operation. <br />2) The proposed seed mix appears to be diverse. However incorporating native shrub species in the seed mix <br />may aid in revegetative success. Some examples of shrubs that have had success in similar settings as the <br />proposed mine include Big Sagebrush, Rubber Rabbit brush, Fourwing Saltbush and Greasewood. <br />3) Per Rule 6.4.5 (2)(e), please submit a plan or schedule indicating how and when reclamation will be <br />implemented. Please include an estimate of the periods of time which will be required for the various stages <br />or phases of reclamation; a description of the size and location of each area to be reclaimed during each <br />phase; and an outline of the sequence in which each stage or phase of reclamation will be carried out. <br />This is a preliminary review. Other issues may arise from other agency comments, and as more information is <br />supplied. This application cannot be approved until the issues brought forth are adequately addressed. Please <br />submit a response to the issues as soon as possible, but no later than August 16, 2010 so the decision due date set <br />for September 9, 2010 can be met.
