ASCI's Response to the Division's Comment #14: The unit cost of $500 for groundwater <br />sampling and analytical laboratory testing seems low. The Division requires ASCI to include <br />back-up/verification of third-party groundwater sampling and analytical costs (rate sheets, cost <br />proposals, etc., from third parties) in the updated Plan. <br />In addition to complying with the Solid Waste Regulations, the applicant must comply with all relevant <br />federal, state, and local regulations including but not limited to the requirements of the Division of <br />Reclamation Mining and Safety, the Division of Water Resources, the Water Quality Control Division, <br />and the Air Pollution Control Division. <br />The Division is authorized to bill for its review of technical submittals pursuant to the provisions set <br />forth in Section 1.7 of the Solid Waste Regulations. Division staff charges its time at $125.00 per <br />hour.
