(GCC) is writing to request that the Division waive the standard review <br />period under Colorado Mined Land Reclamation Board Rule No. 1.9.1 for the above-referenced Technical <br />Revision. On June 30, 2010, GCC submitted a large volume of detailed materials providing current <br />information regarding "as built" structural modifications and additions at its Pueblo Portland cement <br />manufacturing facility ("Facility"). This information was provided in response to the Division's June 9, <br />2010 information request. <br />GCC believes its June 30th submittal to be largely complete. However, as noted in GCC's June <br />30, 2010 letter, GCC was not able to locate copies of a few structure drawings stamped by a Colorado - <br />registered professional engineer. To remedy this limited circumstance (and as indicated in GCC's June <br />30th submittal and July 20th update), GCC promptly engaged a Pueblo, Colorado engineering firm to <br />confirm and prepare the remaining drawings. <br />Given that this overall effort is to "true up" the Permit to reflect the Facility "as built" versus as <br />initially planned and approved under the Permit, GCC believes this to be a unique and one-time <br />circumstance. GCC wishes to complete this process properly and to provide full and complete <br />information for the Division's consideration of the Permit amendment. As such, GCC respectfully <br />requests the Office of Mined Land Reclamation not act (nor make a completion determination) regarding <br />this pending Technical Revision application until such time as GCC has completed its ongoing efforts to <br />submit the remaining stamped drawings. <br />In addition, GCC requests the Division update its records to reflect that Brian McGill is no longer <br />the contact person for this Permit. Barbara Hodgson, Environmental Manager, is the new Facility contact <br />person.
