ti <br /> Colowyo Complete Oversight Inspection <br /> Colorado Division of Reclamation, Mining and Safety(DRMS) Permit ID # C-1981-019 <br /> June 15 - 17, 2010 7:30—4:00 <br /> Participants: <br /> Jim Stark, DRMS <br /> Christine Belka, Office of Surface Mining (OSM) badge ID #182 . <br /> Ryan Pawlowski, Rio Tinto <br /> Jennifer Sekulski-Barton, Rio Tinto <br /> Weather conditions: warm (80's), clear, dry <br /> This was a.complete oversight inspection as well as an evaluation year 2010 (EY 10) special <br /> focus evaluation of signs and markers at the Colowyo mine. . <br /> Operations: The 103 dragline was removing overburden from the B seam in West Pit while the <br /> 102 dragline was building a ramp to walk the 103 down later. Truck shovel operations were <br /> being conducted in the South Taylor Pit(excavator loading trucks with B1 material, loader <br /> loading E2). Truck shovel material is being used to backfill Section 16. <br /> Roads were being graded and watered throughout our inspection. <br /> Rock crusher was operating—making road material for use on site. Primary coal crusher was <br /> operating—crushes coal to 8"minus (secondary crushes to 2"minus). <br /> West Taylor Fill area B-B' underdrain connects to the A-A' underdrain which leads to the pond <br /> (West Taylor#11). The A-A' underdrain has been constructed and covered with a geotextile <br /> material but has not been filled over yet. The upper portion of his fill is approved to receive 1 OM <br /> yds3 of material. A pending technical revision could allow an additional 1 OM yds3 of material to <br /> be placed here temporarily(still under DRMS review). <br /> Streeter Fill is stable and well-vegetated. <br /> Reclamation: The mine is preparing two large bond release packages encompassing around <br /> 1,000 acres for a mixture of Phase I, II, and III bond release. Reclaimed areas were inspected for <br /> compliance with bond release requirements but this was not the bond release inspection. Pending <br /> complete application packages, the official bond release inspection will be conducted in August <br /> or September of this year. <br /> Several weed species were observed including thistle,houndstongue and cheat grass. Weeds <br /> were being sprayed at the time of inspection(one man spends an average of two weeks each <br /> spring spraying weeds from a 4-wheeler unit or using a backpack sprayer in steep areas). A large <br /> patch of cheat grass was discussed. This has been an area of concern. Mine personnel believe <br /> desirable species may be choking out cheat grass in some areas. Mr. Stark is concerned that the <br /> invasive species is gaining a foothold. It was agreed that the grass will be sprayed. <br />
