i <br />S. Liner Certification <br />The following minimum documentation shall be collected for engineering certification of the installed <br />impoundment clay liners: <br />(a) Initial geotechnical information (minimum information should include USCS soil identification, <br />identification of recommended soil material to be used for the liner, and standard proctor and other <br />laboratory testing of the recommended liner material). <br />(b) Standard proctor and permeability test results of the actual liner material used (if different from the <br />preferred liner material identified in the initial investigation). <br />(c) Compaction and moisture test results during placement of the liner. Refer to "LINER COMPACTION & <br />MOISTURE TESTING" for the minimum documentation requirements. <br />(d) The installed liner thickness as determined from visual inspection or core samples collected from the <br />reservoir liner. <br />(e) The liner material permeability as determined by initial permeability tests conducted on the stockpile <br />sample. <br />The Engineer shall review the documentation and conduct a thorough inspection' of the installed clay liner. If <br />documentation and results of the thorough site inspection meet or exceed the design criteria, the Engineer shall <br />issue a report stating such. All deficiencies shall be documented and corrected as deficiencies warrants. <br />An engineering certification of the liner installation activity will be issued by a registered professional <br />engineer pending favorable field testing data and final inspection by the Engineer. This certification will be <br />issued to the Colorado Department of Natural Resources Division of 1Viinerals and Geology prior to water <br />being placed in the reservoir. <br />9. Liner Protection <br />Once the liner has been installed on the sidewalls, it shall be protected as detailed on the Earthwork Construction <br />Plans. No protection is specified for the reservoir floor. Inlet protection in the form of concrete inlet channels is <br />detailed on the Earthwork Construction Plans. <br />The interior eastern portion of the reservoir (sidewalls) shall be covered with a I2 -inch thick soil blanket to grades <br />shown on the Earthwork Construction Plans. The soil blanket shall be constructed over the liner before the liner <br />can dessicate to the point of cracking. It shall be compacted with a minimum of 2 passes over the entire fill <br />surface by placement equipment. The minimum soil blanket thickness shall be 12 inches. If the clay liner- cracks <br />before the blanket is placed, the liner must be scarified, rewetted, and recompacted to the depth of cracking. Soils <br />excavated from the reservoir area that are stockpiled as shown on the plans may be used to construct the soil <br />blanket. <br />The interior western portion of the reservoir (sidewalls) shall be covered with rock riprap. Rpprap specifications <br />are included herein (Section 3137 00). <br />310000-6 <br />
