PERMIT #: M-2003-058 <br />INSPECTOR'S INITIALS: PSH <br />INSPECTION DATE: July 19, 2010 <br />(MP) Gen. Compliance With Mine Plan: <br />Narrative: The Fairbanks Pit is located approximately 1 mile north of Gould, CO on State Highway 14. The site is <br />permitted for 7 acres and was previously inspected by the Division on September 25, 2008. <br />The Fairbanks Pit was converted from a 11 lc permit operated by Western Mobile Northern to a I I Oc permit operated by <br />Glenn E. Sessions & Son, Inc. on December 4, 2003. A Pre-Law 7 acre mine site exists northwest of the permitted <br />site. It appears the Pre-Law area was used as an asphalt batch plant site by Lafarge West, Inc as part of the <br />Fairbanks II pit. Per Rule 6.3.5(2)(f), redisturbance of previously disturbed areas, by the mining operation, must <br />be included in the permit area. Lafarge left stockpiled material in the Pre-Law area. The Division does not <br />consider the remaining stockpiles left by Lafarge to be a problem or possible violation at this time. However, <br />Glenn E. Sessions must remove the new stockpiles from the Pre-Law site and not redisturb the area as part of the <br />mining operations at the Fairbanks or Fairbanks II site. Redistrubance of the Pre-Law site would require the <br />Operator to include the area in the reclamation permit for the Fairbanks Pit. <br />The approved mining plan requires 2 inches of topsoil and 1 foot of overburden to be salvaged and stockpiled. The <br />required 100 foot offset from the Michigan River was verified during the inspection. <br />The site has been used as a processing and stockpile storage area for the Fairbanks II pit located adjacent to the site. <br />Stockpiles of various processed materials were located on the pit floor. No new mining disturbances or processing <br />equipment were observed at the site. <br />(RS) Reclamation Success: <br />Narrative: The approved post mine land use for the site is rangeland. Reclamation activities have not started at the site. <br />The pit floor contained no vegetation. Overburden and topsoil stockpiles were observed around the south, east and north <br />side of the pit. The stockpiles were well vegetated and stable. <br />(SM) Signs and Markers: <br />Narrative: An entrance sign was posted as required by Rule 3.1.12. The boundary markers could not be located <br />during the inspection. This is cited as a problem above and will require corrective action by the Operator by the <br />corrective action date. <br />(SW) Storm Water MGT Plan: <br />Narrative: The pit floor contained water during the inspection. Mr. Brocker stated the source of the water was the <br />irrigation ditch adjacent to Highway 14. The ditch flow is expected to end soon. The Operator has constructed shallow <br />ditches to direct the water towards the northwest to a pond in the Pre-Law area. No discharge to the Michigan River was <br />noted during the inspection. Mr. Brocker stated the water from the pond would be discharge to the river as allowed by the <br />Storm Water Management Plan in the near future. <br />Page 2 of 6
