Please revise the tables as warranted, and <br />provide a clear explanation of the information provided in the tables. <br />4AD. The statement in the 3'd paragraph of Subsection 16.4, that "...Section 2.05.3(5) addresses the <br />topsoil balance for the entire Morgan property..." is apparently in error. No revision of Section <br />2.05.3(5) was provided in the response submittal. Please provide the proper reference. <br />4AE. The last two sentences of the final paragraph of Subsection 16 contain vague language. Please <br />revise the sentence as follows: "In this situation, runoff water would be diverted to allow the <br />soil to dry prior to stripping. In all cases, soil removal operations will be conducted in a manner <br />to ensure compliance with Rule 4.06.2(5)". <br />4AF. Attachment 2.04.9-7 would more accurately be titled "1998 Soil Laboratory Data and Field <br />Data Sheets". Also, it would be logical to separate the two categories of information, rather <br />than have the laboratory data sheets sandwiched in the middle of the field sheets. <br />4AG. Subsections 6, 7 and 8 of Section 2.04.9 describe the Soils and Geomorphology of the permit <br />area for the three Soil Surveys that were accomplished. For the sake of clarity, please add (PR- <br />02) following 1988, (PR-04) following 1996, and (PR-05) following 1998 in the title of the <br />subsection and in the Table of Contents. (These are the permitting actions for which each soil <br />survey was performed.) Please add the same notations to the titles of Subsections 13, 14 and 15 <br />for the various Soil Surveys. <br />4AH. Subsection 17 incorrectly and incompletely describes the status of the mining and reclamation <br />as it existed west of 2700 Road in February 2008. The Division suggests the following wording <br />would be more accurate: "In February 2008, the active pit was centered approximately 2100 <br />feet west of 2700 Road. Map 2.04.9-2 depicts the location of undisturbed areas to the west, the <br />area occupied by the active pit, and the area between the pit and 2700 Road: those areas <br />partially backfilled, those areas across which Bench 1 substitute subsoil had been previously <br />brought to grade; and those areas where mixed topsoil had already been distributed." Please <br />replace the first three sentences of the second paragraph with the wording provided above. Item <br />67B addresses related changes to be made to Map 2.04.9-2. <br />Rule 2.04.10 Vegetation Information <br />5. The Division requested that narrative in Subsection 3.0 regarding two parcels north and west of <br />Pond 7, which have been designated Irrigated Cropland-Small Grains (ICSG), be revised to <br />correspond with relevant narrative description in Subsection 5.6. For clarity and consistency, an <br />additional minor modification is requested, immediately following the sentence in Subsection <br />3.0 that initially references "...two areas of irrigated cropland (25.06 acres)...". Please delete <br />the sentence that begins "This is due to poor soils...", and insert the following: "1987 baseline <br />studies documented that these cropland areas in the central portion of the 1987 vegetation study <br />area (western portion of the original NH2 permit area) are characterized by generally shallow <br />soils with boggy areas, that have a low production potential (see Section 5.6 narrative). <br />5A.
