C-1981-008
PR-06
July 23, 2010
98B soil types, but no salvage volumes are listed. Please revise the tables as warranted, and
provide a clear explanation of the information provided in the tables.
4AD. The statement in the 3'd paragraph of Subsection 16.4, that "...Section 2.05.3(5) addresses the
topsoil balance for the entire Morgan property..." is apparently in error. No revision of Section
2.05.3(5) was provided in the response submittal. Please provide the proper reference.
4AE. The last two sentences of the final paragraph of Subsection 16 contain vague language. Please
revise the sentence as follows: "In this situation, runoff water would be diverted to allow the
soil to dry prior to stripping. In all cases, soil removal operations will be conducted in a manner
to ensure compliance with Rule 4.06.2(5)".
4AF. Attachment 2.04.9-7 would more accurately be titled "1998 Soil Laboratory Data and Field
Data Sheets". Also, it would be logical to separate the two categories of information, rather
than have the laboratory data sheets sandwiched in the middle of the field sheets.
4AG. Subsections 6, 7 and 8 of Section 2.04.9 describe the Soils and Geomorphology of the permit
area for the three Soil Surveys that were accomplished. For the sake of clarity, please add (PR-
02) following 1988, (PR-04) following 1996, and (PR-05) following 1998 in the title of the
subsection and in the Table of Contents. (These are the permitting actions for which each soil
survey was performed.) Please add the same notations to the titles of Subsections 13, 14 and 15
for the various Soil Surveys.
4AH. Subsection 17 incorrectly and incompletely describes the status of the mining and reclamation
as it existed west of 2700 Road in February 2008. The Division suggests the following wording
would be more accurate: "In February 2008, the active pit was centered approximately 2100
feet west of 2700 Road. Map 2.04.9-2 depicts the location of undisturbed areas to the west, the
area occupied by the active pit, and the area between the pit and 2700 Road: those areas
partially backfilled, those areas across which Bench 1 substitute subsoil had been previously
brought to grade; and those areas where mixed topsoil had already been distributed." Please
replace the first three sentences of the second paragraph with the wording provided above. Item
67B addresses related changes to be made to Map 2.04.9-2.
Rule 2.04.10 Vegetation Information
5. The Division requested that narrative in Subsection 3.0 regarding two parcels north and west of
Pond 7, which have been designated Irrigated Cropland-Small Grains (ICSG), be revised to
correspond with relevant narrative description in Subsection 5.6. For clarity and consistency, an
additional minor modification is requested, immediately following the sentence in Subsection
3.0 that initially references "...two areas of irrigated cropland (25.06 acres)...". Please delete
the sentence that begins "This is due to poor soils...", and insert the following: "1987 baseline
studies documented that these cropland areas in the central portion of the 1987 vegetation study
area (western portion of the original NH2 permit area) are characterized by generally shallow
soils with boggy areas, that have a low production potential (see Section 5.6 narrative).
5A. WFC has drawn the 1988 and 1998 study boundaries on Map 2.04.10. WFC provided Map
2.04.10-1 with the 1998 aerial photo as background as requested. The 1998 aerial photo is
