C-1981-008 July 23, 2010 <br />PR-06 Page 6 of 31 <br />following: "The salvage plan described for Lift A and Lift B, along with soil presently in <br />stockpiles, will provide sufficient soil for replacement of Lift A, Lift B, and Mixed Lift <br />average uniform thicknesses as described in the zone replacement plan of Section <br />2.05.4(2)(d) Subsection 12.1.1, and depicted on Maps 2.05.4-4 and 2.05.4-6." <br />e. In subsection 16.5, 4th paragraph, please delete all but the first sentence. The remaining <br />narrative in that paragraph would fit more logically in Section 2.05.4(2)(c) or (d). <br />f. Map 2.05.4-6 indicates that Lift B soil had been "all placed as of June 2010" on the notation <br />for the 31.68 acre soil replacement Zone 3 of the eastern Morgan property. This appears to <br />be an error; presumably the notation should state "NONE PLACED AS OF JUNE 2010". <br />Please correct the notation. <br />g. Map 2.04.9-2 "Topsoil Balance Map As of February 2008" contains some apparent <br />discrepancies that need to be corrected. The area in the NE/4 Section 26 labeled "Benson <br />1.80 Acres Pond 11 Area..." is actually the area of Pond 9. The boundary of the <br />"Undisturbed" area directly abuts the areas denoted as having "2 Plus Feet of Suitable <br />Subsoil", which is not realistic; the area of active pit and spoil where the Bench 1 subsoil <br />substitute had not yet been placed should be depicted. Also, the references to "Suitable <br />Subsoil" should be changed to "Bench 1 Subsoil Substitute". <br />4L. In amended Subsection 10.1, 2nd paragraph, the 4th sentence reference to "...Bari soil as a major <br />component and Barx as a secondary component...", is erroneous as stated. The first reference <br />to Barx should instead be to Darvey soil. Please correct. <br />4M. In the first part of Subsection 10.2, there is reference to a 2/11/08 letter from Dearstyne of <br />NRCS. The Dearstyne letter addressed the prime farmland status of 98E Darvey Barx Complex <br />soils. A 6/27/08 letter from Boyd of NRCS addressed the status of 98A (Begay) soil. Please <br />clarify and cite the Boyd 6/27/08 letter in the text, with reference to Attachment 2.04.9-6. In <br />addition, the Division suggests that WFC refer to the various letters by date and as being from <br />the NRCS, rather than listing the name of the specific author of the letter. <br />4N. The final two sentences of the next to last paragraph of Subsection 10.2 should be reworded for <br />accuracy, and to correct an erroneous reference to Table 2.04.9-2, that should be to Table <br />2.05.4(2)(d-IA). Please revise the sentences to state: "The Bench 1 substitute subsoil material <br />is sampled prior to topsoil replacement to demonstrate that the material meets the suitability <br />criteria of Table 2.05.4(2)(d)-IA. Initial testing was performed by Walsh Environmental <br />Scientists and Engineers, Inc. (Walsh), in 2008 (see Walsh report in Attachment 2.05.4(2)(d)- <br />1.), <br />40. In Subsection 10.3, near the end of the 1st paragraph of Item 1, there is a statement that "any <br />designation of prime farmland soils necessitates special stripping, handling, and replacement <br />procedures...". This contradicts later narrative in Item 5 of the subsection regarding a small <br />area (0.84 acres) of 98A prime farmland soil on the Lloyd property, which states "this small <br />tract is not considered prime farmland and the special handling procedures for prime farmland <br />soil do not apply". Please revise the text for consistency and accuracy.
