In Subsection 6.5.1 (Liability Period Management), narrative states that grazing <br />management will be centered on the proper use by livestock of the dryland pasture areas in <br />relation to the associated reclaimed irrigated pastureland. This is in direct contradiction to <br />Subsection 6.5.2 (Grazing Plan), which states "No domestic grazing will be allowed on any <br />dryland pasture areas". Please amend the narrative for clarification and consistency <br />regarding proposed liability period grazing practices on reclaimed dryland pasture areas. If <br />livestock grazing is proposed, address season and intensity of use, and measures that would <br />be taken to ensure proper grazing management. Further clarify that during years in which <br />sampling is conducted for bond release, grazing would be deferred until after sampling is <br />completed. <br />1. We would question whether the on-going fertilization plan described in Subsection 6.5.2 for <br />dryland pasture is a normal husbandry practice in the region, given the relatively low annual <br />precipitation and associated low production potential. Initial fertilization prior to seeding to <br />incorporate phosphorus would be appropriate if a P deficiency is indicated by soil testing. A <br />follow-up surface application of nitrogen in Year 3 might be warranted, if indicated by soil <br />tests. Application of nitrogen fertilizer at the time of seeding would be likely to spur the <br />growth of annual weeds, with no net benefit to the seeded perennials. Please modify the <br />initial fertilization plan of 2.05.4(2)(d), Subsection 13.3, as well as the liability period <br />fertilization plan of 2.05.4(2)(e), Subsection 6.5.2, as recommended, unless appropriate <br />information to document a different approach as a normal husbandry practice is provided. <br />45. Irrigation of Morgan Parcel. From the irrigation structures depicted on Map 2.05.4-5, the <br />proposed location of gated pipelines that would be utilized for irrigation of the Morgan flood <br />irrigated fields do not appear to be indicated. Please include the proposed gated pipe locations <br />on the map. <br />Irrigation of Benson/Lloyd/WFC parcels <br />a. Resolved. <br />b. Resolved. <br />c. Areas of WFC parcel that could potentially be irrigated in the future (based on grade) are <br />outlined. on Map 2.05.4-5. The Division questions whether irrigation of the westernmost <br />slope is truly feasible; the area was not irrigated pre-mining, and elevation differences <br />would appear to preclude irrigation post-mining. Please review the potential irrigability of <br />the slope in question, and revise the map as appropriate. <br />45A. Irrigation of WFC Prime Farmland - New Map 2.05.4-8 has been provided at a scale of V'= <br />200' for the purpose of detailing proposed reclamation of the 3.96 acres of prime farmland on <br />the WFC parcel. This map greatly clarifies the terms, acreages, and proposed layout. The <br />Division has the following requests: <br />a. Please illustrate the proposed location of the irrigation structures, as requested in the <br />Division's original adequacy question. <br />b. Elevation contours shown are those that existed prior to mining; instead, please incorporate <br />the proposed Post-Mining topographic information. <br />46.47. Resolved. <br />47A. See 44.d.iii.
