Racine Circle <br />Centennial, CO 801 11 <br />RECEIVED <br />VU 71 217010 <br />wf,, July 21, 2010 <br />V,VV,?r am plf <br />Subject- ccess Agreement for Vick Pit <br />??arMAiw?? <br />DEPnxrWrrr otr lkC NSroRTNMN <br />NH R I00-131 <br />US 40/287 Hugo-East <br />SA: 16262 <br />The Colorado Department of Transportation has approved the construction of the temporary access associated with the <br />embankment borrow source (Vick Pit) adjacent to US 40/287 at approximute MM 408.7 on the northerly side of the highway. <br />The Department commonly issues access permits tlu•oughout the state at locations for which overhead power Pules exist. 1 <br />understand that the Mine Land Reclamation Board is requesting a letter that acknowledges that Castle Rock Construction <br />Company has followed all required regulations for the permitted access to the Vick property for the purpose of mining the soil as <br />embankment for a CDOT project. <br />At the planned temporary access to the Vick Pit, a single phase line conducting 14,400 volts crosses above on CDOT Right-of- <br />way. The access permit for this pit identifies the location of this power line relative to the pla.rtned access point. The minimum <br />height above the traveled surface required for power lines of this voltage is 20 feat. <br />The Department's Access Manager, Nick Dickens, has confirmed that the presence of the power line was considered prior to <br />approving the placement of this temporary access permit. The actual height at this location is well in excess of the minimwn <br />height of 20 feet. <br />There is also a buried fiber- optic line that follows the old CDOT Right-of-Way at the proposed location for the access to the Vick <br />borrow pit. Qwest is the owner of this fiber. T met with the Qwest Senior Ops Tech, Steve Albricht, on Thursday, J my 15, 2010, <br />to review impacts of the planned construction throughout the 9.7 mile project. Mr. Albricht located 1nie and estimated depths of <br />the fiber at all proposed excavations near their line. The average depths were from 6 to 9 feet below ground in drainage crossings <br />and 4 to 5 feet below ground throughout the rest of the project limits. <br />lie had no concerns at locations where no additional cuts or excavations were planned.
