The Lower Flood Bypass Pipeline is a 48-inch diameter corrugated metal <br />pipe (CMP) and a 24-inch diameter steel pipe that drains the historic Lower Flood Bypass Ditch and <br />siphon upstream of the #1 Dam starter dam. The pipes are currently abandoned and the ditch and <br />siphon are buried beneath tailing. <br />The existing pipeline is an Environmental Protection Facility per Mineral Rules and Regulations of the <br />Colorado Mined Land Reclamation Board for Hard Rock, Metal and Designated Mining Operations <br />(Rules), as described in the Henderson Mine and Mill Environmental Protection Plan submitted as <br />Technical Revision #4 (TR-04) to Permit M-1977-342. <br />In July 2009, the 48" diameter CMP and a formed concrete block surrounding the pipe were exposed. A <br />hole was cut in the crown of the pipe to access the interior. A steel plate blind flange was found <br />approximately 13 feet upstream of the cut. In October, 2009 the pipeline was exposed again in a location <br />closer to the face of the #1 Dam. A hole was drilled into the pipe to determine whether water and debris <br />were in the pipe at this location. The pipe appears to be dry and clean in this location. The excavation <br />site was recorded, the hole was plugged and the excavation was backfilled. <br />It is the intent of this project to expose the pipe again, camera and clean the line and install an 800 foot <br />long high strength grout plug in the existing 48" CMP and another 800 foot cellular grout plug in the <br />existing 24" steel siphon to completely close this pipe. <br />This project is scheduled to begin as soon as Division of Reclamation, Mining and Safety (DRMS) <br />approves this project and will last for approximately 1-2 months. <br />CMC requests acceptance from the DRMS to move forward with this project. A project summary report, <br />as-built drawings and project certification will be provided to the DRMS upon project completion. <br />Project design drawings are included as Attachment 1
