C-1981-019 TR-81 <br />14 July 2010 <br />AR#2 - mlt <br />Page 2 of 6 <br />b) A portion of slope located approximately 1000' west of the "20" appears to be steeper than <br />3H:1V. Section 2.05.4(2)(c) Backfilling Plan for South Taylor/Lower Wilson states the <br />Colowyo will grade all final slopes so that overall grades do not exceed 33% (3h:lv). Please <br />review the proposed postmining topography to ensure that no slopes will exceed 33%. <br />Colowyo responded that the PMT has been significantly revised, and that the new PMT <br />has been developed in accordance with the 33% restraint on slope steepness. This item is <br />resolved; no additional response is required. <br />6011) Map 23A-Mine Plan- South Taylor Area <br />a) Cross Section locations are not shown on this map, but would be useful for comparison with <br />other permit maps. Please add ST sections A-A', B-B', C-C', D-D' and E-E' as they are <br />shown on Map 19B, including stationing tick-marks. <br />ST section locations have been added. Item resolved. <br />b) Mining in the central portion of South Taylor pit is described as occurring "2008 - 2011", <br />while subsequent years' mining are identified individually. Please delineate, by individual <br />year, the proposed mining sequence for 2010 - 2011. <br />Colowyo explains that because this is the initial box cut area, it will take several years for <br />the pit to reach its full depth. This item is resolved; no response is required. <br />7(12) Map 20B - Premining & Postmining Cross Sections - South Taylor Area <br />a) A dark blue "Fill Design" line appears on sections ST-B, ST-C and ST-D. This line is not <br />defined in the Legend. Please provide a description for the "Fill Design " line. <br />The line has been renamed to "South Taylor Fill Design "and added to the Legend. Item <br />resolved. <br />b) Map 23A indicates zones of highwall mining in the western extent of cross section ST A-A' <br />and northern portions of ST C-C' and ST D-D'. For clarity, these zones should also be <br />identified on the cross sections. Please illustrate the zones of potential highwall mining on <br />the cross sections, as appropriate. <br />Zones of highwall mining are now represented on Map 20B and Map 45. Item resolved. <br />c) According to Rule 1.04(43a), ""Excess spoil" means spoil material not necessary to achieve <br />the approximate original contour..." For the purpose of TR-81, "permanent" excess spoil is <br />understood to mean the following: 1) spoil placed permanently outside the footprint of the <br />area to be open-pit-mined (as illustrated on Map 23A); and 2) spoil permanently placed at <br />elevations higher than the premining topography was at a given location. "Temporary" <br />excess spoil is spoil placed at elevations higher than the postmining topography, which will <br />be removed prior to final grading. Sections ST A-A' and ST D-D' each portray locations at <br />which the "PMT" is at elevations above the "Premine Topo". These areas should be shaded <br />as they are on sections ST B-B' and ST C-C'. Please shade all areas of "permanent fill " on <br />each cross section. <br />Areas of `permanent fill" have been shaded on Map 20B and Map 45 cross sections.
