b. Please correct the face/toe of the East Taylor Fill to represent what is <br />depicted in both cross-section A-A' of Map 45 and Map 41A. <br />c. Please describe the large feature in the southwest corner of the East Taylor <br />Fill that appears to be a drain or notch that was not present on the Map 45 <br />originally presented to satisfy completeness in December 2009. Although it <br />does not appear on Map 41A, there is no cross-section that runs through this <br />feature so it is not clear whether it will remain following mining and <br />reclamation. <br />d. The final elevation of the east side of the East Taylor fill is depicted <br />differently on Map 41A and Map 45 (including cross-sections A-A' and C- <br />C'). Please review this portion of the fill and correct the design on either <br />Map 41A or 45 as necessary. If the design on Map 45 is correct, Colowyo will <br />need to redesign the East Taylor East Tributary Ditch. This redesign will <br />include changing its location and providing new SEDCAD modeling for the <br />100-year, 24-hour storm event. <br />23. Response Accepted. Colowyo has eliminated and replaced the cross-section referenced <br />in this question. <br />24. Response Accepted. The requirement for a rock toe buttress is based on the slope of the <br />original ground surface, not the slope of the final surface of the fill. Since the original <br />ground surface for the East Taylor Fill is less than 2.8:1 Rule 4.09.1(10) does not apply. <br />25. The Division's original adequacy question is as follows: A bedrock buttress is depicted at <br />the southeastern toe of Section D-D' in the October 2009 Shannon and Wilson Study and <br />on Map 45. The mass was incorporated into the stability analysis for this section, but no <br />dimensions are presented on the height, slope, and length of this structure. Please <br />modify the October 2009 Shannon and Wilson Study to include the design details, <br />and modify the plan and D-D' cross-sectional views of Map 45 to include the <br />location and dimensions of the bedrock toe buttress. <br />Colowyo has responded that, because the toe buttress is part of the existing ground and <br />not a designed buttress, no change has been made as a result of the Division's question. <br />The Division's question was whether certain dimensions of the existing bedrock toe <br />buttress had been incorporated into the Shannon and Wilson design. If so, then it would <br />be important that the physical dimensions of the buttress not be inadvertently altered in <br />the field by earth-moving activities. Please review the assumptions made for Section <br />D-D' in the S&W study, and provide the details (if any) of the minimum bedrock toe <br />buttress dimensions that will be part of the fill. <br />Rule 4.14 - Backfilling and Grading <br />26. Response Accepted. Colowyo has changed the post-mining topography based on the <br />questions contained in the Division's preliminary adequacy letter. These changes have <br />adequately addressed this question.
