Martin <br />Executive Director <br />Loretta E. Pineda <br />Director <br />I have reviewed Western Fuels - Colorado's (WPC's) 3' response to our adequacy review <br />comments for PR -6. WFC has adequately addressed most of my original comments, which <br />correspond to items 22 -29 and item no. 84. 1 have only minor comments remaining on two items as <br />described below. <br />22-25. Items resolved. <br />26. There still appears to be some mislabeled or incorrectly numbered attachments. The pages <br />contained within Attachment 2.05.3(3) -22 are incorrectly numbered as 2.05.3(3) -14.:. and <br />the new Attachment 2.05.3(3) -14 sent with the latest response package contains no file. It is <br />unclear what this attachment is now intended to contain, because previously there were two <br />attachments labeled 2.05.3(3) -14. Please correct these inconsistencies and ensure that all <br />attachments are properly labeled and correctly numbered. <br />27 -29. Items resolved. <br />84. As requested, WFC updated the spoil spring section of the PHC to include a worst case <br />discharge calculation and a more realistic calculation based on current knowledge of the <br />number of acres of irrigated land that will be constructed in reclamation of the New <br />Horizon #2 Mine. WFC also clarified the text description of the expected point of <br />discharge for the New Horizon #2 Mine area spoil spring and added this to Map 2.04.7 -1 -A. <br />These updates to the text and map are acceptable. <br />However, WFC didn't fully respond to our question regarding the "abandoned" springs <br />associated with New Horizon Mine #1 that are shown on Map 2.04.7 -1 -A (SS #1 and 2 and <br />SS #3).
