Seneca Coal Company <br />Seneca II-W Mine <br />SL-3 - Phase I Bond Release Request <br />July 2010 <br />SL-3 AREAS REQUESTED FOR RELEASE <br />The following discussion presents and describes the areas requested for SL-3 Phase I bond <br />release. This request uses the SCC surveyed acreage as the basis for the requested release. The <br />acreage requested for release contains 414.0 acres; however there are additional features and <br />structures that have an associated demolition/removal cost that are also included in this bond <br />release request. The overall area requested is presented on Exhibit A, SL-3 Phase I Bond Release <br />Area, with additional detail presented on Exhibit B, Postmine Topography and Drainage Map. <br />South Extension Area - There are 384.6 acres of the South Extension Area requested for Phase <br />I bond release. This acreage contains reclaimed pit areas, postmining drainage channels (PM-1, <br />IA, 1B, 1C, 2, 2A, 2C, 21), 2E, 3, 3A, 4, 4A, 4B, 4C, 41), and 6), Haul Road "I" corridor, a <br />portion of Haul Road "J" corridor, a portion of Haul Road "K" and corridor, and Light Use <br />Roads LU-5 and 6 as shown on Exhibit A, SL-3 Phase I Bond Release Area and Exhibit B, <br />Postmine Topography and Drainage Map. These overall area has been restored to the <br />approximate original contour, has been blended into the undisturbed slopes and the reconstructed <br />drainages are stabilizing and in good condition. The permanent roads met the applicable criteria <br />for grade and width. The post mine road designs and as-built documentation are included in Tab <br />13 and Tab 20 of the PAP. Cross-sections and profiles of the individual features are presented <br />on various maps in the exhibit section on this application. <br />Channel 006-NE2 - There are 0.23 acres requested for Phase I bond release. 0.23 acres of this <br />postmine channel were excluded from the SL-2 bond release because additional riprap was <br />deemed necessary over a 600 foot section. The section of channel was repaired by adding <br />additional riprap as required. The area is shown on Exhibit A, SL-3 Phase I Bond Release Areas, <br />and Exhibit B, Postmine Topography and Drainage Map. The profile of the channel including the <br />repaired area is shown on Exhibit D, As-Built Drainage Profiles. <br />Channel 006 Gulch - There are 0.36 acres requested for Phase I bond release. 0.36 acres of this <br />postmine channel were excluded from the SL-2 bond release because minor maintenance and <br />additional riprap was deemed necessary over a 600 foot section. The section of channel was <br />repaired by with minor grading and adding additional riprap as requested. The area is shown on <br />Exhibit A, SL-3 Phase I Bond Release Areas and Exhibit B, Postmine Topography and Drainage <br />Map. The profile of the channel including the repaired area is shown on Exhibit D, As-Built <br />Drainage Profiles. <br />Light Use Roads LU-1, 1A, 3 and 4 - There are 3.38 acres requested for Phase I bond release. <br />The 3.38 acres were excluded from the SL-2 bond release because the roads had not yet received <br />approval as permanent roads prior to the inspection review. The roads have now received <br />approval as permanent features. Documentation is contained in Tab 13 and tab 20 of the PAP. <br />The area is shown on Exhibit A, SL-3 Phase I Bond Release Areas and Exhibit B, Postmine <br />Topography and Drainage Map. <br />Road "J" Corridor - 13.3 acres of the corridor associated with Road "J" are requested for <br />Phase I bond release. Road "J" itself is not requested because minor work is still required. The <br />area is shown on Exhibit A, SL-3 Phase I Bond Release Areas and Exhibit B, Postmine <br />Topography and Drainage Map. <br />SL-3 -5
