May 25, 2010 <br /> Arness-.McGriffin Mine, DRMA Permit C-81-042 <br /> Full Phase III (Final) Bond Release <br /> May 18, 2010 <br /> Participants: <br /> Tom Kaldenbach, Colorado Division.of Reclamation, Mining and Safety (DRMS) <br /> Jim Fulton, Office of Surface Mining (OSM), <br /> Christina Hulsman, Office of Surface Mining (OSM) <br /> Weather Conditions: Overcast, cool <br /> DRMS conducted the bond release/termination of jurisdiction inspection on May 18;2010. The <br /> inspection was originally scheduled for December 9, 2010, but was postponed due to winter <br /> weather conditions. <br /> DRIVIS prepared a bond release application package for the Arness-McGriffin revoked site and <br /> found the package to be complete on November 16, 2009. The land surface is privately owned. <br /> The coal that was mined was state-owned. The permit area encompassed 40 acres, of which <br /> approximately 5 acres of land surface were disturbed. <br /> The Division's Inactive Mined Lands Program reclaimed the disturbed area in 1989 and 1990. <br /> Work was conducted by private contractors. In 2000, the Division had a private contractor <br /> install a post and cable guardrail next to the road in the portal face-up area. All the funds from <br /> the forfeiture of bond associated with Minerals Program permit, 77-3 ug/c, have been utilized. <br /> The slope around the portal face-up area appears erosionally stable. This area is frequently <br /> used by hunters and for target practicing. These people are not having a long-term affect on the. <br /> stability or integrity of the reclamation. The guardrail is in adequate condition, with some <br /> evidence of termite damage on a few of the posts. The guardrail is in place for the safety of <br /> those accessing the Perins Peak State Wildlife Area. The access road is gullied and passable only <br /> by four-wheel drive vehicles. <br />
