e .
f.
Q
h.
1.
Threatened or endangered plant /animal species
OSM has determined that the proposed mining
operations would not effect the bald eagle,
peregrine falcon, or whooping crane. OSM has
determined that the proposed mining
operation's depletion of water from the
Colorado River Basin may affect the Colorado
squawfish, humpback chub, bonytail, and
razorback sucker. However, since the annual
depletion would be less than 100 acre feet
this operation should be covered by the Intra-
Service Section 7 Consultation for the Upper
Colorado River Basin which exempts the
permittee from a depletion fee. The U.S. Fish
and Wildlife Service has concurred with OSM's
determinations (USFWS, 1995b).
Migratory birds of high Federal interest
Reestablishment of grassland habitat, as
planned in the permit application should
mitigate the loss of habitat for the
ferruginous hawk, long billed curlew and
burrowing owl. Proposed raptor monitoring,
avoidance of active nesting sites, and
reestablishment of native shrubs should
also minimize impacts to Cooper's and
ferruginous hawks.
Impacts to sandhill cranes and wood ducks
should be minimal because the majority of the
associated habitat is adjacent to the permit.
Renewable resource /unique agricultural values
No renewable resource /unique agricultural
values would be impacted within the proposed
permit area.
Recreational resource values
No recreational resource values would be
impacted within the proposed permit area.
Social and economic values
Approval of mining operations at the Yoast
Mine would allow continued employment of
Seneca's employees currently employed at the
Seneca II and II -W mines.
11
