Costilla Ave. <br />Colorado Springs, CO 80903 <br />Re: M-1977-211, Pike.View Quarry, TR. 15 Adequacies. <br />Dear Mr. Schafer: <br />STATE OF COLORADO <br />COLORADO <br />DIVISION OF <br />RECLAMATION <br />MINING <br />SAFETY <br />The Division has reviewed the technical Revision # 15, submitted for the Pike View Quarry, Permit # M-1977- <br />211.1n addition, to the Division's review, the submittal was also reviewed by the Colorado Geological survey, and <br />their comments were forwarded to you on June 18th, 2010. The Technical revision requests to be allowed to <br />conduct additional geo technical investigations so additional data could be collected so Castle Concrete can submit <br />a final mining and reclamation plan amendment for the site. <br />The current technical revision proposes to blast and remove some limestone to determine the best mining practice <br />for the south end,of the quarry and determine the stability of the granite beneath the limestone. It also proposes <br />to backfill and compact in the north end of Area "H" to fortify the toe of the slide area. Operator proposes to <br />backfill this area to elevations between 7200 and 7225 feet, which matches the existing production floor elevation <br />to the east of Area "H". The technical revision also requests, the MLRD Board to allow the operator to process the <br />aggregate that will be removed during the geotechnical investigation by modifying the cease and desist order <br />issued on December, 2008. On May 12, 2010, the MLRD BOARD approved the modification of the cease and desist <br />order to allow Castle Concrete to process the aggregate recovered during the geo technical investigation, in the <br />processing area. Only material removed during the investigative process is allowed to be processed under the <br />modified Board Order. <br />The Division has the following comments regarding the proposed plan; Castle concrete states, "our engineering <br />staff and Buckley Powder Blasting Engineer believe it will take a great deal of explosives to bring down the <br />remaining scarp". Prior to granting approval, Castle Concrete must submit a detailed blast and monitoring plan. <br />The peak particle velocity that can be generated from the expected blast cannot exceed 0.5 ft/second peak particle <br />velocity. The Division also requires Castle Concrete to provide how they plan to achieve the desired compaction <br />rate for the area to be backfilled. This can be provided in the form of maximum lift heights to be placed prior to <br />application of compaction and the desired proctor Castle Concrete plans to achieve.
