Ill. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The.comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a Partial Inspection of the Carbon Junction Mine conducted by Marcia Talvitie of the <br />Colorado DRMS beginning at 3:45 p.m. on Tuesday, 22 June 2010. No one was present to <br />represent the operator, Oakridge Energy, Inc. during the inspection. <br />Skies were clear and temperatures were warm. There has been no appreciable precipitation in <br />recent weeks. The inspection was limited to areas adjacent to the paved haul road and the <br />reclaimed Sediment Pond 1. <br />Signs and Markers <br />• A Mine Identification sign is posted at the locked gate marking the entrance to the permit. <br />• A single permit boundary sign was observed, posted on the northwestern flank of Topsoil <br />Stockpile 7 (Photo 1). <br />Roads <br />• The paved road within the permit boundary continues to be serviceable, although the <br />asphalt pavement is beginning to crack and deteriorate from lack of use. <br />• The two-lane track leading to the reclaimed Sediment Pond 1 was dry, allowing vehicular <br />access to the area. <br />• An upright refrigerator or freezer has been placed immediately west of the paved road <br />(Photo 2). <br />Reveaetation <br />• The area of reclaimed Sediment Pond 1 and Topsoil Stockpile 8 is dominated by yellow <br />sweet clover (Photo 3) with abundant pink-flowered milkvetch. <br />• Grasses drill-seeded during reclamation of Sediment Pond 1 are developing in the understory <br />(Photo 4). <br />Reclamation Success <br />• Numerous isolated noxious weeds were observed within the permit boundary. These include <br />musk thistle and Scotch thistle. <br />• No evidence was seen of weed control efforts having been undertaken during the current <br />growing season. Continuing vigilance In control of these invasive, noxious species is <br />required. <br />Carbon Junction Mine C-1992-080 22-Jun-2010
