III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the, inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a complete inspection of the Munger Canyon Mine conducted by Mike Boulay of the DRMS <br /> Grand Junction Field Office on June 24, 2010. There was no operator/representative from Munger <br /> Canyon Mine present during the inspection. I did speak with Gary Isaac Mine Manager prior to <br /> conducting the inspection. Weather conditions were sunny and warm and ground conditions were dry. <br /> AvailabilitS,of Records <br /> The availability of records was checked at the Munger Mine office on the morning of June 241h. All <br /> required records were on file and available for review during this complete inspection and no problems <br /> were identified with the records review. Please see the DRMS Availability of Records checklist at the <br /> end of this inspection report. <br /> Roads <br /> The mine site access road off of Highway 139 was in good condition. There was no activity at the <br /> mine site a':the time of the inspection. The road up to the reclaimed portal access was dry and stable. <br /> Power poles removed from the canyon are still stockpiled along the north side of the access road (see <br /> attached Photograph No. 1). CAM Mining LLC plans to use the poles at the nearby McClane Canyon <br /> Mine to support an existing fiber optic cable. The poles will extend from the McClane office area up <br /> to the portals. This plan has been approved by DRMS with Minor Revision No. 48 for the McClane <br /> Canyon Mine. <br /> Hydrologic;Balance <br /> East Salt Creek had small amount of flowing water. Munger Creek was dry. Ditches and culverts <br /> associated with the reclaimed waste disposal site, cover soil stockpile site, and the topsoil stockpile <br /> locations were in good condition and maintained. The waste disposal area sediment pond was dry <br /> (Photograph No. 2). The inlet and discharge structures were stable and the embankment is well <br /> vegetated and in good condition. <br /> Reclamation Success <br /> No signs of significant erosion or instability were noted during this inspection. Vegetation is relatively <br /> well established on the reclaimed portal access,waste disposal site, and cover soil and topsoil pile <br /> locations. The lower portion of the reclaimed portal access is shown in Photograph No. 3. The mine <br /> site remains stable and well maintained and no problems were noted during this inspection. <br /> Offsite Support Facilities <br /> The reclaimed Lorna Loadout site was inspected. The site was dry and stable with no signs of <br /> significant erosion occurring. The mine identification sign with operator information, DRMS Permit <br /> Number and MSHA ID is in good condition and clearly visible at the site. <br />
