(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-1977-19.3 <br />INSPECTION DATE: 6I71-10 INSPECTORS INITIALS: RK <br />OBSERVATIONS <br />The Division conducted an inspection of the site as part of sites to be inspected during <br />the fiscal years 2009-2010.The site is very old 112 sand and gravel operation covering <br />231 acres, located approximately 1.5 miles west of Canon city. Site was active at the <br />time of the inspection. Post mining land use is range land. The total permitted acres is <br />231.The current financial warranty for the site is $532,385.00, for a total of 130 acres <br />to be affected at any given time. High Wall area west 30 acres, final pit area central 40 <br />acres, sediment pond borrow area 71 acres.( 10 acres of the final pit constitutes part of <br />the 71 acres) <br />1) The operation was amended in 1997 from 30 acres to 100 acres. <br />2) In 2000, permit was amended by increasing the area from 100 acres to 231 acres. <br />Final pit configuration to act as sediment basin to intercept and contain all <br />surface flows from the higher areas. Existing lower sediment basins were dry at the <br />time of the inspection. <br />3) Drilling benches range from 30-40 feet in height. Blast monitor was approved as <br />submitted in Technical revision 43. <br />4) Crushing and processing includes a rip rap separation grizzly primary jaw crusher, <br />triple deck screen and secondary cone crusher with supporting conveyers for <br />material stockpiles. <br />5) No top soil on site to support reclamation. <br />The entire permit affected area was driven and expected. The operator had properly posted <br />the permit boundary markers, which were all visible from the pit and associated disturbed <br />area. Drove to the western most extension of the permit area. Powder and cap magazines <br />were properly secured. <br />Sediment control berms along the access road were found to be in good repair. Large <br />quantities of processed material were noted along the main pit area. A dozer was pushing <br />shot granite from the lower benches at the time of the inspection. High walls were <br />stable. <br />when the site was last inspected in 2003 after the completion of the sediment basins, no <br />problem was identified. <br />During this inspection the Division noticed a new office structure that was not added to <br />the permit are through a technical revision. Since the post mining land use for the area <br />is Range Land, the operator will need to provide the dimensions of the structure ( <br />Drawings) and the material they are constructed from, any concrete footings that would <br />need to be removed must also be included. Based on all the current maps that are provided <br />for the permit area, these structures appeared to be within the current permit area. If <br />that is the case, the cost to demolish these structures and achieve the post mining land <br />use of range land for the area is needed. In lieu of that the operator can also provide <br />from the county, a post mining land use for the office and support area as Heavy <br />Industrial /Commercial, and once such a designation is achieved, the operator can submit <br />an acreage release request from the Division and remove these areas from the permit.
