PERMIT #: M-1986-123 <br />INSPECTOR'S INITIALS: MAC <br />INSPECTION DATE: June 17, 2010 <br />OBSERVATIONS <br />The site was inspected by Michael Cunningham of the Division of Reclamation, Mining and Safety (Division). Dick <br />Coulson of Coulson Excavating Co., Inc. was also present for the inspection. The Kirtright Pit is located 5 miles southeast <br />of Loveland, Colorado. The site is permitted for 79.80 acres and the post-mining land use is wildlife habitat. <br />The inspection was conducted as part of the Division's regular monitoring program. The permit sign was missing from the <br />site entrance, this has been cited as a problem and will require corrective action by the Operator. The boundary of the <br />affected land was clearly delineated. No mining was taking place at the time of the inspection. According to the Annual <br />Reports no changes have occurred to the site for at least the past five years. Active mining operations at the Kirtright Pit <br />have ceased, there is no equipment, personnel or processing facilities at the site. The site does contain a small product <br />stockpile, located north of the ponds. The Operator indicated material is removed from the stockpile periodically. Based <br />on the observations of the inspection, it would appear the site has been inactive for more than one hundred eighty days. <br />According to Rule 1.13.4(1), if the Operator plans to, or does, temporarily cease production of the mining operation for <br />one hundred eighty days or more, the Operator must file a notice of temporary cessation in writing to the Division. The <br />inactivity of mining operation has been cited as a problem and will require corrective action. <br />The Operator has created two small ponds at the south end of the site. During a previous inspection conducted on January <br />17, 2006, it was noted that grading of the pond slopes had not been completed. According to the Operator, the pond slopes <br />have been graded to 3H:1 V. The grade of the pond slopes could not be inspected during this inspection due to high water <br />levels in the ponds from recent precipitation events. The pond slopes were visually inspected and were found to have <br />adequate vegetation and did not show any signs of erosion. A review of the permit file could not find evidence of a well <br />permit, substitute water supply plan, or permanent augmentation plan; this has been cited as a problem and will require <br />corrective action by the Operator. <br />Reclamation of the Kirtright pit is close to completion. There are approximately 6 acres at the north end of the site which <br />have not been revegetated. The product stockpiles are located in this area and will need to be removed prior to seeding. <br />This concluded the inspection. <br />Page 2 of 4
