PERMIT #: M-1979-059 <br />INSPECTOR'S INITIALS: MAC <br />INSPECTION DATE: June 17, 2010 <br />OBSERVATIONS <br />The site was inspected by Michael Cunnigham of the Division of Reclamation, Mining and Safety (Division). Dick <br />Coulson of Coulson Excavating Co., Inc. was also present for the inspection. The Brownwood Pit is located 3/4 of a mile <br />southeast of Loveland, Colorado. The site is permitted for 148.7 acres and the post-mining land use is wildlife habitat. <br />The permit sign was posted at the entrance to the site and the boundary of the affected area was clearly delineated. Mining <br />operations at the Brownwood Pit are complete; reclamation of the site is currently underway. The Operator should note <br />there is a 5 year time limit for completing reclamation. Rule 3.1.3 states, all reclamation shall be carried to completion by <br />the Operator with all reasonable diligence, and each phase shall be completed within five years from the date the Operator <br />informs the Division that such phase has commenced. The northwest portion of the mine site contains two asphalt batch <br />plants and is being used as a staging area for recycled asphalt and concrete. In accordance with the approved Reclamation <br />Plan, Area 3 is currenly being backfilled with concrete, tree trunks, and other inert materials. <br />A 12.5 acre pond is located in the northeast corner of the site. A review of the permit file found the Division does not have <br />any record of a temporary substitute water supply plan, well permit, or augmentation plan; this has been cited as a <br />problem and will require corrective action by the Operator. The pond slopes have been graded to 3H:1 V or flatter and do <br />not show any signs of erosion. The southern part of the pond is receiving wash fines and is slowly being filled in. The <br />topsoil stockpile is located on the west side of the pond; the stockpile is vegetated and did not show any signs of erosion. <br />This concluded the inspection. <br />Page 2 of 4
