The wells
were installed on June 17, 2010 by Dakota Drilling. Well permit applications for the proposed wells
were submitted to the Colorado Division of Water Resources along with payments for the three wells.
Copies of the well permit applications are attached. The wells will be abandoned according to the
Colorado Division of Water Resources Rule 16 after they are no longer needed, at least 10-20 years
from now. A copy of a blank Well Abandonment Report is attached. A check for $216 made out for
the Division of Reclamation, Mining and Safety is enclosed.
The three wells will be used for routine groundwater monitoring at the Broda Inert Fill on Aggregate
Industries Platte Valley Operations. Groundwater in the wells will be monitored for the constituents
listed in Appendix IA and IB in the Regulations Pertaining to Solid Waste Sites and Facilities, or a
shortened list, and at a frequency, all agreed to by the Colorado Department of Public Health and
Environment (CDPHE) and Weld County. It is expected that the wells will be monitored quarterly for
two years and then at a lesser frequency (once or twice per year) until the Broda fill operations are
completed.
Copies of the groundwater monitoring reports will be sent to DRMS at the time they are being
submitted to the other regulatory agencies within 60 days after receiving the laboratory report. I have
discussed this information with Patrick Broda and he is in agreement.
Please process the Technical Revision as soon as possible so we can keep on track with installing the
groundwater monitoring wells as soon as possible.
Yours truly,
MOLEN & ASSOCIATES, LLC
Mark A.
