III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> The berm that runs along the river and protects the facilities area from river flooding had sufficient <br /> height. The culvert underneath the mine road at the entrance gate had enough capacity. There were <br /> no problems with the two alluvial wells. Well AA-3 is located up gradient of the facilities area and well <br /> AA-1 is located down gradient of the facilities area. The well caps were on both well pvc pipes. <br /> Reclamation <br /> All structures have been removed from the mine site. However, there are several pieces of mine <br /> debris that are scattered throughout the disturbed area. This debris needs to be removed and <br /> disposed of properly since removal is part of the ongoing SL-4 Partial Phase One Bond Release. <br /> The flat facilities area has a large area with poor to no vegetative cover. This area is at the location of <br /> the former mine office. In addition, there is a lot of cheat grass in other sections of the flat facilities <br /> area. The operator should consider reworking and reseeding these areas in anticipation of a future <br /> bond release. <br /> The reclaimed access road that leads up to the reclaimed fan portal area was well vegetated and <br /> stable. The reclaimed fan area also was well vegetated. There were no indications of slope instability <br /> or erosional gullying. The east half of the access road leading to the reclaimed west portals area was <br /> well vegetated and stable. However, the west half of the road is not so well vegetated and the <br /> reclaimed west portals area remains unstable and poorly vegetated. Presumably, the slope instability <br /> is due to the adjacent landslide. There was no odor from smoldering coal. <br /> Noxious Weeds <br /> There were several occurrences of tamarisk, thistle,white top and bind weed at the reclaimed mine <br /> site. Tamarisk was found in the area of the hillside spring. Also, there is some tamarisk where the <br /> hillside spring water treatment pond discharges, near the entrance gate. This tamarisk needs to be <br /> removed in an appropriate manner. The operator did a good job of removing the tamarisk at the <br /> hillside spring water treatment pond, however. Small patches of thistle were seen, mainly on the lower <br /> portion of the reclaimed fan portal road. Scattered patches of white top and bind weed were also <br /> observed. The noxious weed patches presently are not large in size but need to be sprayed now <br /> before they get out of control. <br /> Records <br /> The required mine records were located at the Bowie No. 2 Mine office and at the Bowie No. 2 Mine <br /> engineering building. The results of the records check is documented on the attached records <br /> checklist. <br /> Digital Images <br /> Digital images of the reclaimed mine site taken during this inspection follow. <br />
