(Page 2) <br />MINE ID # OR PROSPECTING ID #: hA-1977-1 AR <br />INSPECTION DATE: (.?7?1 n INSPECTORS INITIALS: R1(- <br />OBSERVATIONS <br />The Division conducted an inspection of the site as part of sites to be inspected during <br />the fiscal years 2009-2010.The site is very old 110 granite slab operations from the out <br />cropping granite face, covering a total of 2 acres. Mining in the area started in 1958. <br />Even though, both the mineral and surface is owned by BLM, because the site was in <br />operation since 1958, the BLM does not have the authority to require the operator to have <br />a lease agreement, until such time the site is released and another operator succeeds the <br />operation. <br />Present during the inspection was Mr. Aaron Tezak, the operator. Mr. Tezak stated that <br />the site is only mined on as need basis and the per- law mining was to recover head stone <br />slabs, during the 50s. The pre- law disturbance is clearly noticeable with fragments of <br />the granite slabs scattered below the active two acres mining area. <br />When the site was last inspected in 2006, the only problem sited as a PB was the fact <br />that the permit boundary markers were not properly marked, which was resolved with the <br />placement of the appropriate markers. In addition the inspection report noted the fact <br />that the warranty of $1,500.00 might not be adequate, even though the approved plan has <br />very little information, it does contain the following information. <br />1) Final sloping of the quarry floor 5 to 155 <br />2) 30 to 40 feet high rock face to remain in place <br />3) No top soil on site, plan calls for the soil to be imported from an adjacent valley <br />below the quarry. This cannot happen unless the operator has the legal right to <br />access and import the top soil from the valley. In addition affecting areas out <br />outside of the permit is not allowed. However, since the operator appeared to have <br />committed to importing top soil to reclaim the valley floor, please explain where <br />the top soil will be coming from, to complete the task. <br />4) Reclamation break down as approved in 1977 is as follows: 1)cost of grasses $35 to <br />$50/acre 2)cost of trees and shrubs $500-575 3) cost of equipment $270-$350 4) cost <br />of labor $75-$125 and the total was averaged to$1,000. Current bond for the site is <br />$1,500. <br />The entire site was walked and inspected. Mining consists of drill blasting the rock face <br />to excavate the slabs. According to Aaron, due to lack of demand only removal of existing <br />slabs took place last year. There were two small excavated rock faces noted at the time <br />of the inspection. Permit boundary markers properly posted. <br />In order for the Division to properly calculate the required warranty, the operator must <br />provide a better reclamation plan than what was approved in the original permit. The plan <br />should include the nearest location where top soil will be imported from, so the haul <br />distances and cost of purchase if that is the intended plan. Once we receive the <br />information, the Division will re calculate the warranty, based on the original plan. <br />I & E Contact Address <br />NAME: MR.
