Martin <br />Executive Director <br />The Division of 1 Reclamation, Mining and Safety (Division) has completed its review of the SL- <br />2 application package submitted by J.E. Stover & Associates (J.E. Stover) on behalf of <br />Honeywood Coal Company Honeywood. SL -2 requests Phase 11 bond release for 86.8 acres <br />of disturbed land that was reclaimed in 1992 and 1993, with re- seeding efforts in 1995 and 1998. <br />Bond Release History <br />Phase 1 Bond Release 0% of the original bond liability) was approved with SL-01 in August <br />1994. Areas excluded from this release were Sedimentation Ponds A and B and the remaining <br />diversions and berms. At the landowner's request (approved with TR -4, remaining haul and <br />access roads are to remain in place and will not be reclaimed. <br />SL -2 Application <br />The contents of the SL -2 application, provided under cover letter dated October 29, 2009, <br />include an 18-item listing addressing the general requirements for a bond release application; a <br />certified statement; and a neap of the release request area. Attached to the application is a <br />re vegetation moniton*ng report entitled v g at n -2009, dated October 2009, and prepared by <br />Cedar Creep Associates, Inc (CCA). The report includes vegetation monitoring data, summary <br />tables and charts, and narrative evaluation. <br />A second component of the application, Supplemental Topsoil Information submittal, was <br />provided by J.E. Stover under cover letter dated December 15, 2009. This submittal includes <br />baseline soil physical and chemical data and horizon thicknesses as presented in Exhibit 7 of the <br />Office of office of <br />Mined Land Reclamation Denver a Grand Junction • Durango Active and Inactive Mines <br />
