• The reclamation cost estimate describes the pipeline corridor as having 6.5 acres <br />of disturbance. This acreage is in contrast to the area of disturbance of 7.2 acres <br />(6,200' X 50') listed on pages 2.05-45.13 and 2.05-50.8. <br />• Page 2.05-45.13 proposes a 10" HDPE Pipeline buried 6' deep, whereas page <br />2.05-50.8 proposes the HDPE Pipeline to be 12.5" and buried 5' deep. <br />Please address these discrepancies and provide any revised pages that will be required <br />with the corrections. <br />2. Division's initial comment: Current approved permit page 2.04-9 does not include discussion <br />concerning the presence of cultural and historic resources and no revised page 2.04-9 was <br />included with the TR-73 submittal. <br />Please indicate if the area of disturbance does not affect cultural and historic resources or if a <br />cultural and historic resources survey has been conducted of the proposed disturbance area. <br />TCC's response: TCC had deferred a cultural resources survey for this area until ground <br />conditions were suitable for access. A survey is scheduled within the next week, and we <br />anticipate that we should be able to provide survey results and a revised page 2.04.9 within the <br />next two weeks. <br />Division response: This response is adequate providing the receipt of the cultural <br />resources survey results. <br />Division's initial comment: Current approved Map 29, Reclamation Map, does not include the <br />disturbance proposed in TR-73. Please provide a revised Map 29 to reflect the proposed <br />reclamation associated with activities proposed in TR-73. <br />TCC's response: Map 29 has been revised to reflect the proposed disturbance associated with <br />TRIO-73. <br />Division Response: This response is adequate. <br />Based on concerns from the Colorado Division of Wildlife (DOW), the Division has the following <br />additional adequacy concern: <br />4. The proposed disturbed area is located within Greater sage-grouse and Sandhill crane <br />production areas. <br />Section 4.18(1) states that "Any person conducting surface coal mining operations shall, to the <br />extent possible using the best technology currently available, minimize disturbances and <br />adverse impacts of the operations on fish, wildlife, and related environmental values, and, <br />where practicable, achieve enhancement of resources of such resources"; and Section <br />4.18(5)(d) states that "Each person who conducts surface coal mining operations, to the extent <br />possible using the best technology currently available, shall restore, enhance where practicable,
