Near surface blasting has occurred at the site as recently as <br />September 3, 2009, and the application must address such activity. Please provide <br />the information required by Rules 6.3.3(1)(0) and 6.5(4). <br />Response to Adequacy Issue No. 19: An affidavit from Franklin Drilling and <br />Blasting, Inc. is presented in Attachment 19. There will be no surface disturbances relative <br />to blasting because all blasting will be conducted underground at the May Day Mine. <br />Rule 6.3.3(1) (o) requires that the Applicant: "Specify if explosives will be used in <br />with the mining or reclamation. In consultation with the Office the Applicant must <br />demonstrate, pursuant to Subsection 6.5(4) under the Geotechnical Stability Exhibit that off <br />site areas will not be adversely affected by blasting during mining or reclamation <br />operations." <br />Rule 6.5(4) requires that: "At sites where blasting is part of the proposed mining or <br />reclamation plan, the Applicant shall demonstrate through appropriate blasting, vibration, <br />geotechnical, and structural engineering analyses, that off-site areas will not be adversely <br />affected by blasting." <br />Wildcat Mining states that explosives will be used in conjunction with both mining <br />and reclamation. Wildcat Mining has attached hereto as Attachment 19 a copy of its <br />revised Geotechnical Stability Exhibit demonstrating that off site areas will not be <br />adversely affected by blasting during mining or reclamation operations. <br />20. Pursuant to Rule 6.3.3(2)(a), please provide operation details for the milling <br />plant including tank capacities and operating solution volumes. <br />Response to Adequacy Issue No. 20: Rule 6.3.3(2)(a) requires that the Applicant: <br />"Describe the chemical types and quantities to be utilized, chemical storage and spill <br />containment and emergency response plans for on-site spills. Plant operation details should <br />include tank capacities and operating solution volumes." <br />Wildcat Mining will mine approximately 100 tons per day. The mill products will <br />include gold, silver and tellurium with no contaminant sulfide. Processing will consist of <br />milling to about 100 to 150 mesh followed by a simple flotation to produce a concentrate <br />with a gold recovery of about 90%. The processing circuit is a conventional design. Size <br />reduction is achieved through crushing with a jaw crusher (10 x 36) and 24-inch short-head <br />cone crusher in series. The crushed ore is screened (24x48 double deck screen-crushed to a <br />-3/8 inch) and held in a 35 ton fine ore bin. Further size reduction is achieved by grinding <br />in a rod mill (3 x 8 Marcy rod mill). The ground product (-204) passes over vibrating jigs <br />(8 x 12 duplex) and a 12 x 12 simplex jig for gravity separation of a coarse gold product. <br />Additional screening and grinding (4 x 5 Aimco Ball Mill and a DSM screen) of the gravity <br />mine rock in a ball mill produces a underflow product delivered to banks of flotation cells <br />(4 foot Quinn conditioner, 2 x 3 cell Denver flotation and a 4 cell cleaner flotation) for the <br />physical separation of ore minerals and the gangue will be sent to the underground
