III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Joe Dudash of the Colorado DRMS.No one represented the operator <br /> during the inspection. <br /> Signs and Markers <br /> The mine id signs were up at the main entrance,east side gate and near the railroad crossing. The required <br /> information was on each of the signs.Permit boundary markers were also up around the site. <br /> Roads <br /> The paved main haul road was in good condition.There was a little black staining of the highway due to coal <br /> haul trucks but it was not a problem.The graveled east side entrance road was also in good condition. The east <br /> side gate was open.The light use road adjacent to the railroad tracks was dry and passable. <br /> HydroloQy <br /> There was only a very small pool of standing water in the east side sediment pond.The pond's embankment and <br /> inslopes were well vegetated.The emergency spillway was clear of debris and the gated valve on the primary <br /> pipe was in the closed position. The dugout sediment pond on the west side of the site was dry. The single open <br /> channel spillway was also clear of debris. <br /> Collection ditches had enough capacity. The straw bales and silt fence at the railroad track small area exemption <br /> were in place. <br /> Facilities <br /> There were no crushing/screening operations or coal railcar loading operations occurring during the field <br /> inspection. One coal haul truck did unload during the inspection.There were no signs of fugitive dust problems. <br /> No problems were noted with any of the coal handing structures.The fuel facility was secure. <br /> Topsoil Stockpiles <br /> The east and west topsoil stockpiles had moderate to good vegetative cover.Topsoil signs were up. <br /> c:/word2007/terror/inspO610 <br />
