EXHIBIT C <br />MINING PLAN <br />COUNTY: Lincoln <br />OPERATOR: Castle Rock Construction Company of Colorado LLC <br />1. Mining will commence in mid July 2010 or as soon thereafter as this permit is <br />approved and will continue until the completion of a Highway 287 construction <br />project south of Hugo. The completion of this project will be in the spring of <br />2011. Reclamation will be complete by the time the project is finished. <br />2. All of the topsoil along with the grass root zone on the existing grassland portion <br />will be salvaged for use in the reclamation process. Topsoil will be striped to a <br />depth of 6-8 inches and stockpiled as shown on Exhibit E Mining Plan Map, <br />southeast of the affected area. The topsoil will be placed back on the reclaimed <br />area to the same 6-8 inches, when possible, during excavation as the remaining <br />borrow is excavated, thereby minimizing the size of the topsoil stockpile. If stock <br />pile is left for extended time over 180 days it will temp seeded. Temporary <br />seeding will utilize the seed mix stated in the reclamation plan. Any runoff from <br />the stockpile will be channeled into the pit area. No drainage ways will be <br />blocked by or contact the stockpile of topsoil. Topsoil placement will be complete <br />by the Spring of 2011. <br />3. Thickness of borrow material to be mined is 7 to 8 feet. <br />4. Borrow will be excavated within the pit limits and hauled directly to the project <br />on the highway. No processing of the material will occur on the site. Pit limits <br />border directly on the CDOT right of way and access out of the pit will be directly <br />to that right of way. No independent haul road outside of the pit limits will be <br />required. <br />5. The pit is an existing flat grassland which will be mined by beginning at the <br />southerly edge of the pit limits and excavating northerly at an elevation of <br />approximately 7 foot below the top of bank elevation. The pit floor will be graded <br />on the same slope as the existing surrounding surface, continuing until sufficient <br />quantity of borrow is removed to fulfill requirements for Highway 287, then <br />excavated at a slope of 5 feet horizontal to 1 foot vertical to the upper elevation. <br />The dimensions will be as shown on Exhibit E - Mining Plan Map. The pit limits <br />are rectangular in shape with leg lengths of approximately 850 feet long (N - S) <br />and 500 feet wide (E - W) for an affected area of 10.15 acres. There will be a <br />depression left after mining operations are completed roughly 7 to 8 feet deep, no <br />impoundments or drainage alterations will be left in the reclaimed area, only <br />relatively level grassland and the 5:1 slopes.
