• 1.0 Introduction <br />Mountain Coal Company, LLC, (MCC) owns and operates the West Elk Mine (WEM) near Somerset, <br />Colorado for the production of coal. Figure 1 -1 shows the location of the mine. MCC needs to <br />develop additional coal refuse disposal capacity to support its mining operations. This document <br />provides supporting information for a technical revision application for a new coal mine waste refuse <br />pile, referred to as the Refuse Pile Expansion (RPE) East, to be included in MCC's Colorado <br />Division of Reclamation, Mining and Safety ( CDRMS) Mining and Reclamation Permit No. <br />C- 1980 -007. The RPE East, required to dispose of waste rock and other mine development materials <br />generated as part of the coal mining and processing operations, will be located within No Name <br />Gulch, located approximately one mile southeast of the existing WEM operations and processing <br />facilities.
