0 TAB 15 <br />HYDROLOGIC MONITORING PROGRAM <br />Introduction <br />A ground and surface water monitoring program has been developed to evaluate and assess the existing <br />ground and surface water system at the Yoast Mine. Monitoring at Yoast provides two important aspects of <br />hydrologic data that are essential in determining changes to the environment caused by a coal mine <br />operation. First, the program provides premining baseline data for comparison to data collected at a future <br />time, and second, monitoring provides during and after mining, data for the determination of potential <br />mining - induced impacts. Monitoring data collected during and following mining is used: 1) to evaluate the <br />accuracy of impacts predicted in Tab 17, Probable Hydrologic Consequences; 2) to determine when certain <br />monitors may be discontinued or added where they are needed; and 3) to determine when the frequency, <br />number, and type of parameters monitored in the program may be changed. Monitoring data are collected <br />and analyzed following standard procedures described in published literature produced by Federal <br />agencies such as the U.S. Geological Survey (USGS) and the U.S. Environmental Protection Agency <br />• (EPA). <br />Seneca Coal Company (SCC) has instituted a new monitoring site number system. That system is detailed <br />in Table 15 -1. <br />Baseline Hydrologic Monitorinq Program <br />The baseline data collected at Yoast was performed during two separate periods. The USGS (in <br />cooperation with the Bureau of Land Management and Peabody Coal Company) conducted the initial <br />baseline study from July 1980 to October 1983. Peabody Western Coal Company (PWCC) reinstituted <br />baseline monitoring in June 1990 and continues to collect data. Data to the end of 1993 has been included <br />in this Permit Application Package (PAP). Details of each monitoring program are described below. <br />Data from the USGS study was originally published in the USGS Open -File Report 82 -874. Since that <br />report did not contain all data collected at Yoast, an additional report was published later (Open -File Report <br />90 -708).
