Pineda <br />Director <br />The Division of Reclamation, Mining and Safety hereby issues notice, in accordance with Title 34, Article 33, <br />Section 116, Paragraph 4, of the Colorado Revised Statutes, that on June 24, 2010, an application to revise coal <br />mining operations at the Yoast Mine was considered complete for the purposes of filing. The revision was <br />submitted by Seneca Coal Company, LLC. All review and comment periods as provided in the Act and the <br />Regulations initiate from this date of filing. <br />This technical revision application proposes changes and clarifications to the woody plant density standard for the <br />Yoast mine, including proposed standards for aspen reestablishment in specified locations. <br />The surface coal mining operation is on land located approximately 7 miles Southwest of Hayden, Colorado. The <br />permit area is further described as follows: <br />T6N, R87W, Portions of Sections 28, 29 and 32 <br />T5N, R87W, All of Section 17; Portions of Sections 5, 8, 16, 18, 19, 20, 29, 30 <br />Mt. Harris & Dunckley <br />The above-mentioned tracts of land are shown on USGS 7.5 minute Quadrangle map of Mount Harris, Dunckley <br />& Mt. Harris. <br />Because the above referenced technical revision application would alter previously approved permit conditions <br />regarding woody plant stocking level and distribution on the reclaimed area, we are requesting your agency's <br />evaluation of the proposal. Your comments and concerns relating to the adequacy of the proposed plan as it relates <br />to fish and wildlife considerations, are requested.
