No new water rights were identified in the Pond 008 basin in that document. Therefore, no further <br />update of water rights is needed here. <br />ALTERNATIVE WATER SUPPLY <br />Alternative water supplies are discussed in the Tab 7 on pages 7 -150 and 7 -151. There are no water <br />rights to affect in the Pond 008 basin. Furthermore, as this is a reclaimed mining area only, no <br />water will be used in the new permit area. Therefore, no further update of alternative water supplies <br />is needed here. <br />MONITORING PLAN <br />Due to the changes of the permit boundary, there will be a significant change to the Hydrology <br />Monitoring Program. In regards to ground water monitoring, there will now be four monitoring <br />wells in this revised program. Well GW -S41 -W (computer id SW41) monitors the Wadge coal. <br />Well GW- S4I -LWI (SOV41) monitors the Lennox - Wadge interburden (ie, Wadge overburden). <br />Well GW -S68 -A (SBAL68) monitors the Bond Creek (008) alluvium. Well 008 -AU -3 (SFAL72) <br />monitors the Fish Creek alluvium. <br />The following discussion refers to Tab 7 background information. This last well will be the ground <br />water point of compliance, as approved in TR-47 and presented in the following Attachment 7 -3. <br />Monitoring frequencies for these four wells will be the same as provided above in Table 7 -99 <br />(beginning on page 7 -341). The only exception to the information provided in this table will be the <br />parameter list used. Rather than using the `ground water long list' provided in Table 7 -100 (page 7- <br />343), the revised `new ground water long list' (provided below in Table 7 -119 on pages 7 -392 and <br />7 -393) will be used. This is the revised parameter list approved in 2010 for Peabody Energy's <br />adjacent Seneca II -W and Yoast Mines. <br />In regards to surface water monitoring, there will be three stream sites, one spoil spring and one <br />NPDES site. The stream and spring sites are: 1) SW -S2 -11 (SSF11) which monitors upper Fish <br />Creek, 2) SW -S2 -12 (SSB12) which monitors lower Bond Creek, 3) SW -S2 -13 (SSF13) which <br />monitors lower Fish Creek and 4) Spoil Spring #9 (SSSPG9). The one NPDES site is NPDES 008. <br />Monitoring frequencies for these five sites will be the same as provided above in Table 7 -103 <br />(beginning on page 7 -349), with the following exceptions Monitoring of the three stream sites will <br />be conducted in June and July only, rather than May, June and July as presented in the table. Flow <br />data from 1987 to 2009 indicates that the average flow value in May at lower Bond Creek, SSB12, <br />is 0.80 cfs, while the average flow value in May on Fish Creek, SSF13, is 76.83 cfs. In other words, <br />in May, Bond Creek contributes only one percent of the flow found in Fish Creek. Also, the PHC <br />address impacts only in June and July. <br />Also, rather than using the `surface water long list' provided in Table 7 -104 (page 7 -351) and the <br />`surface water short list' provided in Table 7 -105 (page 7 -352), the revised `new surface water long <br />list' (provided below in Table 7 -120 on pages 7 -394 and 7 -395) will be used for the spring and <br />stream sites. This is the revised parameter list approved in 2010 for Peabody Energy's adjacent <br />Seneca II -W and Yoast Mines. For NPDES 008, the parameter lists used will now only be that <br />required in the NPDES permit provided in attached Attachment 2.04.7 -A1. <br />GROUND WATER POINTS OF COMPLIANCE <br />0 Attachment 7 -3 (Tab 7) provides a detailed discussion of the observed and expected groundwater <br />impacts due to mining.
