III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during <br /> the inspection. Comments also describe any enforcement actions taken during the inspection and the <br /> facts or evidence supporting the enforcement action. <br /> Support Facilities: <br /> Degas vent pads; LWB-1, LW11-1 Nitrogen wells; N7-53, N8-51, N8-55, N9-56, SC-HG59, SC-HG56, <br /> RS5, were observed and GPS coordinates collected. There was no evidence of discharge off these pads. <br /> BME has been installing sediment controls; ditches and berms, and rock dams, on the pads that qualify <br /> for sediment control structures. Active sites are identified with their borehole name with a sign. After <br /> reclamation of the borehole, a cemented plug remains in place with an aluminum cap stamped with the <br /> borehole identification number. Grading has not been completed at RS4. The inspector did not take a <br /> GPS point at this location. RS5 mud pits were still drying so regrading has not been completed on this <br /> pad yet. <br /> Reveg_etation: Degas pads SC-HG56 and SC-HG59 were reclaimed and seeded in 2009. Surface of both <br /> sites was left very rough. Vegetation currently is dominated by annual volunteer species, as is expected <br /> the first year following seeding, however, perennial species were observed emerging on both of the <br /> reclaimed sites. <br /> Noxious weeds were extremely rare to see throughout the mine site. One or two Tamarisk plants were <br /> noted. The operator was aware of them and indicated that the Dioraba beetle had moved into the region. <br /> These beetles are an insect that feeds on Tamarisk and are used as a biologic control. Neither of the <br /> individual tamarisk plants observed were near water. BME should continue to monitor these plants and <br /> assure this noxious does not spread. <br /> The mine site is in good condition. BME will need to stabilize the top of Subsoil pile RA8 once haul <br /> road berm repairs are completed, and continue pad reclamation as mining moves away from previously <br /> drilled degas & Nitrogen injection wells. <br /> 4 of 5 WHITE- File YELLOW-Operator PINK-Specialist <br />
