Please provide a schedule for when reclamation will <br />be initiated and completed for each cell in the mining plan. <br />Refer to the response to question 7). <br />22) On the "Summary Table of Changes to Exhibits, " for the reclamation plan it lists there will be an alternative <br />.reclamation plan. This plan is not included in the Reclamation Plan narrative; however an alternative <br />reclamation plan map was submitted without embankments depicted around the reservoirs. Please clarify what <br />the alternative reclamation plan will be specifically and/or describe what impact you believe it will have on the <br />financial warranty amount. <br />Per our phone conversation, we respectfully withdraw the alternative reclamation plan. <br />6.4.6 EXHIBIT F - Reclamation Plan Map <br />23) These maps must be signed by the registered land surveyor, professional engineer or the qualified person who <br />prepared the map. <br />The enclosed maps are signed by a qualified person. <br />24) The expected physical appearance of the entire affected land after reclamation is complete must be depicted on <br />the map including the overburden stripping areas. Please depict how the entire site will be reclaimed with <br />contour lines with sufficient detail so the direction and rate of slope can be determined. Please ensure the <br />contour interval is given on the map. <br />Please refer to the attached Reclamation Plan Map. <br />25) Please clearly display the permit boundary. It is unclear where the permit boundary will be located especially in <br />the north and northwest portion of the permit area. <br />The Reclamation Plan Map now shows the existing and proposed permit boundaries. <br />26) Please portray the areas of the permit boundary that not be revegetated. <br />The shaded areas on the Reclamation Plan Map are the areas that will be revegetated. <br />6.4.7 EXHIBIT G - Water Information <br />27) There is not one cohesive groundwater monitoring/mitigation plan designed for this site. The current plans <br />include installing monitoring wells and recharge ditches and mounding relief ditches for very specific portions of <br />the permit area given the current approved reclamation plan, and is not adequate for the new plans. Given the <br />mining and reclamation plan is changing significantly the Division will need one cohesive updated groundwater <br />monitoring and mitigation plan. <br />Since dewatering will not begin in the cells until a slurry wall has been installed, impacts from groundwater <br />drawdown are not likely outside of the slurry wall. However, the applicant in previous correspondences with the <br />Division has noted that groundwater mounding problems may be associated with slurry wall installation. The <br />Division agrees with this analysis and has witnessed the impacts groundwater mounding and shadowing have <br />on similar sites. Please submit an updated groundwater monitoring and mitigation plan. The plan should update <br />where ground water monitoring wells will be installed, please include their location on the Exhibit C Map. The <br />plan must outline the frequency the wells will be monitored, a trigger point for mitigation measures, and the type <br />of mitigation measures that may be implemented.
