EXHIBIT L - Reclamation Costs <br />2010 cost data, based on latest available revision to bonding estimates as <br />prepared by DBMS, and existing conditions. <br />Asssumptions: <br />1. Removal of equipment: worst case assumption: scale, scale house, and all <br />scrap/excess material must be disposed of as scrap at Belt Savage in Cortez <br />(17.8 miles), and will get $30/ton (worse price offered 2005-2010), offsetting <br />costs. Scale: wt 8 tons, scale house wt 1 ton, scrap: 100 lb/cf. <br />2. Highwalls planned to be excavated at final grade of 2:1. Worst case would <br />be for operations to cease with one wall at 1:1 needing reduction to 2:1. For <br />years 13-15, maximum is 800 feet = 6000 CY. <br />3. Basins and ponds will be constructed with final slopes: no backfilling will be <br />required. Soil will be placed only around and not in ponds. <br />4. Plant areas and stockpile areas (below stockpiles) will be at final grade (with <br />12-18 inches of bedding material) while in use, and require only moderate <br />ripping and placement of soil (6 inches) over graded overburden placed at <br />the completion of mining. <br />5. Topsoil stockpiles are located within 1000 feet of location for final placement <br />for reclamation, and average 400 feet distant. <br />6. 25% of irrigated reclaimed areas will require reseeding (lower than typical <br />50% due to irrigation) before release. <br />7. Mobilization based on travel from Cortez (17 mi): at least six firms capable of <br />performing work are based in Cortez. <br />8. Actual mining (extraction) operations are limited to 10 acres at any one time, <br />combined stripping, mining, and backfill/final grading.
