C-1981-008
PR-06
June 21, 2010
information. The Division requests an additional version of Map 2.04. 10 (with separate Map #
designation) with the aerial photo as background and also with the boundaries from the 1987 and
1999 study areas delineated.
6. WFC did not revise the final sentence of the paragraph to clearly reflect the land use category
definitions of Section 2.04.3. DRMS recommended wording was: "With the continued
availability of adequate irrigation water, irrigated pastureland, and cropland including irrigated
alfalfa hay, corn silage, and various other irrigated crops will continue to dominate the landscape
around Nucla". Please revise the text as recommended.
7. Reference to Map 2.04.10-1 in the Section 2.04. 10 Table of Contents, and in sub-section 4.2 (and
possibly other text sections) has been corrected to Map 2.04.10. Other incorrect references were
found during the review. The last line of the second paragraph on page 8 and the middle of the
first paragraph on page 9 refer to Map 2.04.10-1. The correct map number is 2.04.10. Please
revise these references and search the document to see if there are other incorrect references that
need to be corrected.
8. Resolved.
9. WFC revised the notation at the bottom of Table 2.04.10-18 to indicate that "Morgan Fields 1, 2
and 3 have now been changed to Irrigated Cropland since the 98E soils have been reclassified in
this area as prime farmland soils".
Please provide clarification regarding the location and boundaries of Morgan Fields 1, 2, and 3
as referred to in Section 2.04.10. Are they the same as the post mine Morgan field designations
shown on Map 2.05.4-4?
10. Resolved.
Rule 2.04.12 Prime Farmland Investigation
11. Refer to question 4A. requesting that Section 2.04.3 Subsection 6.0 be deleted.
Reclamation plans for the 4.68 acre prime farmland parcel on WFC property is addressed in
Section 2.04.9 Subsection10.4 and Section 2.05.4(2)(e) Sub-section 2.0. WFC acknowledges
that the parcel is prime farmland. Of the 4.68 acres, 3.96 have been disturbed including 2.3 acres
for the construction on Pond 13. Therefore, WFC proposes to reclaim a 3.96 parcel east and
southeast of the pond to cropland. Pond 013 is situated in fine-grained (silty) alluvium adjacent
to Tuttle Draw, which has resulted in perpetually boggy conditions on the bottom of the pond.
Successful re-creation of arable land in the location of Pond 013 may be impossible due to the
presence of the high groundwater table and fine-grained soils. The Division therefore supports
WFC's proposal to create adjacent Irrigated Cropland acreage utilizing the prime farmland soil
salvaged from the excavation of Pond 013. Approximately half of the reclaimed acreage will
continue to receive sub-irrigation from Tuttle Draw, with the remainder relying solely on surface
