' • Scope and Purpose <br />'The purpose of this document is to describe the proposed road development for the King <br />II Mine complex. <br />Main Haul Road <br />The road will originate at the La Plata County Road 120 and proceed north approximately <br />] 400 feet to the truck loading facility. From the truck loading facility the road will <br />continue north, for another 1000 feet, providing access to the various surface facilities. <br />The total length of this road is under 0.5 miles. Refer to Figure 1-Site Facilities for a <br />general layout of the haul road. <br />As much as possible, the new haul road will follow an existing undeveloped dirt road <br />leading from La Plata County Road 120 to the proposed office site. Following the <br />existing road will minimize potential disturbances and still provide a good access road. <br />National King Coal has indicated that at full production, as many as 100 vehicles per day, <br />which includes coal trucks, personal, and delivery vehicles, would travel to and from the <br />King II Mine via La Plata County Road 120. The new haul/access road will provide the <br />only access to the King II Mine. <br />• The proposed road will be constructed according to the standazds of the American <br />Association of State Highway and Transportation Officials (AASHTO), the Colorado <br />Department of Transportation Standazd Specifications for Road and Bridge Construction, <br />and Section 4.03, Regulations of the Colorado Mined Land Reclamation Boazd for Coal <br />Mining, effective August 30, 1980. <br />The main haul road will be constructed as follows. Twelve inches of granular borrow <br />will be used for the sub-base. The base course will consist of six inches of mineral <br />aggregate. This graded gravel will have a maximum size of one inch. The road surface <br />will have a 30-foot travel width and will be asphalt paved or treated with an enzyme <br />armor coating to minimize dust and provide a rugged weaz surface. Refer to Figure 2 for <br />the typical road section. <br />Portal Access Road <br />This road will allow transportation of men and supplies from the office bathhouse area to <br />the portal area. Refer to Figure 1-Site Facilities for the general layout of the Portal <br />Access Road. Atypical cross-section of this road is shown in Figure 3. Actual width and <br />road crowning of this section of road may vary to meet existing field conditions and <br />National King Coal requirements. <br />-1- <br /> <br />
