Please update the spoil spring section of the PHC <br />to include a calculation of predicted spoil spring flow based on the most current <br />knowledge of irrigation flows and update the discussion to include and analysis of <br />water quality impacts that may result from lower flows but more concentrated spoil <br />spring discharge. <br />The expected point of discharge for the New Horizon #2 Mine area spoil spring is described <br />on page 2.05.6 (3) -23 and is identified by UTM Northing and Easting coordinates. The <br />location turns out to be just south of Pond 013 near Tuttle Draw but it is not shown on any <br />map. Please remove the reference to Northing and Easting coordinates from the location <br />description in the text and add the location to an appropriate map. The Northing and Easting <br />coordinates are not shown on Map 2.04.7 -1 -A. Please clearly describe the predicted spoil <br />spring discharge location in the permit text and also add this to Map 2.04.7 -1 -A. <br />WFC describes the New Horizon #1 Mine Spoil Spring 1 on page 2.05.6 (3) -38 and indicates <br />that it is shown on Map 2.04.7 -1 -A. This needs to be clarified because Spoil Spring 1 as <br />described in text is not labeled on Map 2.04.7 -1 -A. Also in the northwest corner of this map <br />by the NH1 permit boundary the following spoil springs are identified: SS #1 &2 Abandoned <br />Spoil Spring and SS #3 Abandoned Spoil Spring. It is unclear if these spoils springs still <br />exist or what is meant by abandoned. Please clearly identify on Map 2.04.7 -1-A and <br />describe in text all existing spoil springs. If the "Abandoned" springs no longer exist <br />they could be removed from the map or otherwise describe what abandoned means in <br />text or in the legend of the map. <br />Let me know if you have questions or require additional information regarding my review <br />of adequacy item 84. <br />C: Sandy Brown <br />
