III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a complete coal inspection conducted by Rob Zuber and Dan Hernandez of the Colorado <br /> Division of Reclamation, Mining, and Safety (Division) on June 8 - 11, 2010. The purpose of the <br /> inspection was to evaluate the on-the-ground condition with respect to Trapper Mine's mining and <br /> environmental protection activities. Graham Roberts of TMI accompanied the inspection in the field, <br /> and Division staff met in the TMI office with Forrest Luke, Jim Mattern and other TMI staff. <br /> The weather was mostly sunny and warm with a small amount of clouds and wind. The ground was <br /> mostly dry during the inspection of the site. All areas to be inspected were accessible and visible. <br /> Observed activity on site included the movement of coal haul trucks and ash trucks, blasting, and the <br /> casting of overburden at K Ridge by the Molly Brown dragline. <br /> Availability of Records <br /> The records were found to be in compliance. See attached checklist. <br /> Signs and Markers <br /> The mine ID and blasting signs at the main mine entrance were found to be in compliance. The need <br /> for an additional sign was identified at the entrance to the Coyote Pond access road. <br /> Perimeter markers were observed at several locations including the West boundary near Coyote <br /> Pond, the boundary along the east side of the mine site, and the north boundary near the facilities <br /> area and near Johnson Gulch Pond 10R. These markers were spaced a sufficient distance apart, <br /> however at the east end brush will need to be cleared in the near future more the markers to be <br /> visible. <br /> Topsoil markers were observed at several sites, and they appeared to be spaced a sufficient distance <br /> apart. <br /> Roads <br /> All roads and roadside ditches were functioning as permitted at the;time of the inspection with the <br /> following exceptions: <br /> • B/C Haul Road needs to have ditches improved; <br /> • A ditch out from the road to the Ash Pit is creating a large gully; <br /> • Several pond access roads require maintenance. <br /> • The culvert for the Life of Mine Road in Middle Flume drainage contains tumble weeds and <br /> sediment and requires maintenance. <br /> • The culvert near the northeast corner of the facility area is partially blocked by a rock in front of <br /> the entrance. <br /> • The culvert under the road to the potable water tanks requires cleaning. <br />
