The steep segment of YPM -8 below the road crossing is shown in Photograph <br />No. 14. <br />Slopes and channels north of the YPM -8 road crossing through the Neck Pit area were closely <br />observed and measurements were taken along various segments of Channels YPM -16 and YPM -22. <br />The channels were properly constructed and lined in conformance with the approved permit, and <br />appeared stable. No other problems or areas of concern that would require remedial measures were <br />identified in the Neck Pit or LU3A corridor. <br />Summary and Conclusions <br />The Division has completed its review and evaluation of the SL -2 Phase I bond release request <br />submitted by SCC for the Yoast Mine. Specific areas as described in this document that do not meet the <br />criteria for Phase I bond release are listed below and are shown on Figures 3a and 3b of this document. <br />Exclusion Areas <br />YPM -13 <br />1.81 acres <br />YPM 6 -2 and YPM -7 Watersheds <br />36.23 acres <br />Diversion 14A <br />1.1 acres <br />Neck Pit YPM -8 <br />14.77 acres <br />Topsoil Stockpile B <br />3.18 acres <br />Topsoil Stockpile C <br />1.97 acres <br />Total 59.06 acres <br />Based upon a review of the mine permit, the applicant's bond release application, and site inspections, <br />the Division finds that SCC has completed backfilling, grading and drainage reestablishment in <br />accordance with the approved reclamation plan at all other locations of the Yoast Mine for which Phase <br />I bond release was requested. The reclaimed areas included within the original permit area of the SL -2 <br />bond release request have been restored to the approximate original contour of the pre- mining <br />landscape. The present surface configuration achieved by backfill and grading of the mined areas <br />resembles the general surface configuration of the land prior to mining. Pre - mining drainages have <br />been reconstructed at the appropriate locations and density. Reconstructed drainages are stabilizing <br />and in good condition, with exception of those channels noted previously in this Findings document <br />where further work is required (primarily in the South Pit area). Monitoring and ongoing <br />maintenance will be needed on limited areas that are to be addressed in the context of the Annual Rill <br />and Gully Plan. The Division finds that SCC has achieved the requirements for Phase I bond release <br />for 456.7 acres at the Yoast Mine. <br />16 <br />
