in Photograph No. 13. The steep segment of YPM-8 below the road crossing is shown in Photograph
No. 14.
Slopes and channels north of the YPM-8 road crossing through the Neck Pit area were closely
observed and measurements were taken along various segments of Channels YPM-16 and YPM-22.
The channels were properly constructed and lined in conformance with the approved permit, and
appeared stable. No other problems or areas of concern that would require remedial measures were
identified in the Neck Pit or LU3A corridor.
Summary and Conclusions
The Division has Completed its review and evaluation of the SL-2 Phase I bond release request
submitted by SCC for the Yoast Mine. Specific areas as described in this document that do not meet the
criteria for Phase I bond release are listed below and are shown on Figures 3a and 3b of this document.
Exclusion Areas
YPM-13 1.81 acres
YPM 6-2 and YPM-7 Watersheds 36.23 acres
Diversion 14A 1.1 acres
Neck Pit YPM-8 14.77 acres
Topsoil Stockpile B 3.18 acres
Topsoil Stockpile C 1.97 acres
Total 59.06 acres
Based upon a review of the mine permit, the applicant's bond release application, and site inspections,
the Division finds that SCC has completed backfilling, grading and drainage reestablishment in
accordance with the approved reclamation plan at all other locations of the Yoast Mine for which Phase
I bond release was requested. The reclaimed areas included within the original permit area of the SL-2
bond release request have been restored to the approximate original contour of the pre-mining
landscape. The present surface configuration achieved by backfill and grading of the mined areas
resembles the general surface configuration of the land prior to mining. Pre-mining drainages have
been reconstructed at the appropriate locations and density. Reconstructed drainages are stabilizing
and in good condition, with exception of those channels noted previously in this Findings document
where further work is required (primarily in the South Pit area). Monitoring and ongoing
maintenance will be needed on limited areas that are to be addressed in the context of the Annual Rill
and Gully Plan. The Division finds that SCC has achieved the requirements for Phase I bond release
for 456.7 acres at the Yoast Mine.
16
