Pineda <br /> Director <br />Re: Southfield Mine, C1981-014, Quarterly Refuse Pile Inspections-Third and Fourth Quarters 2009 <br />Dear Mr. Patterson: <br />On May 17, 2010, the Division received Third and Fourth Quarter 2009 Refuse Pile Reports for the <br />Southfield Mine Refuse Disposal Area. Inspections were conducted on October 20, 2009, and January 9, <br />2010. The Refuse Disposal Area has not had coal waste placed on it since December 2000. The Pile has <br />been regraded to final topographic contours, topsoil replaced, and seeded. A healthy stable vegetative <br />community has become established on the reclaimed Refuse Disposal Area. No problems were identified <br />during either the October 2009, of January 2010 inspection. <br />Rule 4.10.2 states that coal waste bank (refuse disposal sites) inspections shall occur at least quarterly. <br />Reports need to be forwarded to the Division within two weeks after each inspection in accordance with <br />Rule 4.09.1(11). Please assure the Division receives the quarterly reports in a timely fashion. <br />Inspections conducted in the following quarter cannot meet the requirement for a report for the preceding <br />quarter. The inspection conducted on October 20, 2009, applies to the report for fourth quarter 2009, not <br />third quarter 2009. First quarter is January l St to March 31 st , second quarter runs April 1 st to June 30th, <br />Third quarter is July 1st through September 30th, and fourth quarter is October 1St through December 31St <br />Please correct the reports to reflect the actual quarter the inspection was conducted during. In other <br />words, the inspection conducted in 2010 cannot count for a 2009 inspection.
