As I mentioned, I was looking for some clarification on the use of
existing, approved, Seneca II information/materials from the Division. Below is a summary of what we talked
about and my understanding of how I should proceed.
Pond 004
Pond 004 is located in the southeastern part of the proposed Sage Creek Mine permit area. The pond is an
existing, approved, permanent impoundment. The drainage channel network that routes surface runoff to the
pond is a series of existing, approved, permanent postmine channels. This pond, the associated drainage
channel network and the entire watershed that drains to Pond 004 are being transferred from the Seneca II Mine
permit to the new Sage Creek Mine permit. The entire watershed area is being transferred in case the permittee
decides at a later date to open a portal and/or expand surface facilities into this drainage.
At this time there is no new disturbance planned in the 004 watershed. Consequently, there is no need to submit
a "revised" pond capacity evaluation or new channel designs for the Sage Creek Mine drainage and sediment
control plan. Tie TR-42 (dated 09/0 SEDCAD4 demonstration evaluates the pond capacity as a permanent
postmine impoundment using watershed conditions as of fall 2006. For the Sage Creek Mine submittal, an
introduction will be added to the existing, approved, TR-42 SEDCAD Demonstration and, existing, approved, TR-
37 Permanent Impoundment Demonstration, that describes t e esign and as-built history of the impoundment
an associa a rainage ne or .
If the permittee re-disturbs the 004 watershed a revised pond capacity evaluation (and new drainage network
demonstration) will be submitted to the Division.
Pond 003
Pond 003 is located in the northeastern part of the proposed Sage Creek Mine permit area. The pond is an
existing, approved, permanent impoundment. The impoundment treats runoff from the Seneca II Mine
office/shop/warehouse area. A series of diversion ditches routes storm runoff to the pond. This pond, the
associated diversion ditches and the entire drainage are being transferred from the Seneca II Mine permit to the
new Sage Creek Mine permit. The drainage structures and watershed area are being transferred in case the
permittee decides at a later date to utilize the existing office/shop/warehouse facilities to support the new Sage
Creek Mine.
At this time there is no new or additional disturbance planned in the 003 watershed. Consequently, there is no
need to submit a "revised" pond capacity evaluation or new channel designs for the Sage Creek Mine drainage
and sediment control plan. The existing, approved, Pond 003 as-built report QTR-37, dated 04/05) and the
SEDIMOT modeling (dated 08/86) will be included in the Sage Creek Mine submittal; an intro uc ion will be
added that describes the design and as-built history.
If the permittee re-disturbs the 003 watershed a revised pond capacity evaluation (and new drainage network
demonstration) will be submitted to the Division.
Pond 002
Pond 002 (aka Wadge Impoundment) is an existing, approved, permanent impoundment. The drainage channel
network that routes surface runoff to the pond is a series of existing, approved, permanent postmine channels.
This pond, the associated drainage channel network and the entire watershed that drains to Pond 002 are being
transferred from the Seneca II Mine permit to the new Sage Creek Mine permit. The Sage Creek Mine portal and
surface facilities will be located in the Pond 002 watershed. Consequently, an updated pond capacity evaluation
3/11/2009
